I write in connection with your request for information which was received
by this office on June 18, 2008. I understand you are requesting the
following information:

"1. Has Chief Constable Stephen Otter ever attended a Common Purpose
training course?

If so, please list the courses he has attended, their dates, their
cost and details of who paid for them.

2. Is Chief Constable Stephen Otter a Common Purpose ""graduate""?

By ""Common Purpose"", I mean the training organisation of that name:

""graduate"", I refer to a specific class of person who has passed
the advanced Common Purpose courses."

Your request will be considered in accordance with the Freedom of
Information Act 2000. Normally you should expect to be sent a response
within the statutory limit of 20 working days, subject to the provisions
of the Act. Unfortunately staffing in the FOI Unit is currently reduced
by two thirds and it may not be possible to meet the statutory limit.
Please be assured that all efforts will be made to meet the statutory
limit but if this is not possible late requests will be treated in
chronological order. The Information Commissioner is aware of the current
situation. If we are unable to respond to your request in time I
apologise for any inconvenience that this may cause.

Should you have any further inquiries concerning this matter, please
contact me quoting my reference number as above.

Currently the staffing within the Freedom of Information Unit is reduced
by two thirds and I am therefore unable to meet the statutory timescale
requirements for responding to your request as laid out under the Act.

I therefore apologise that you will not receive a response to your request
within the statutory 20 working days. Please be assured that I am working
through all requests in a chronological order and I aim to respond to your
request as soon as possible.

I apologise for any inconvenience this may cause, and appreciate your
understanding in this matter.
