Dear SCW - Mergers,
By the term "activities" in question 5, I meant any description
(e.g. in a report) of what the charity actually does to deliver
public benefit to allow comparison with the charitable objects.
The other use of the word activities (in question 1) is in
connection with the Activities section on the Charity Overview on
your web site where there is text beginning "It is the policy of
the trustees...". This is similar wording to that used in the last
published set of Report and Accounts (YE 31 Aug 2009) which state
that "It is the policy of the Trustees that grants are made to
beneficiaries via The Royal Merchant Navy School foundation
registered number 309074, a seperate Charity whose objectives are,
for all practical purposes, identical. Beneficiaries selected are
the needy British children of Merchant Navy seafarers, irrespective
of rank". Unless the RMNSEF's objectives have been changed since
the original scheme dated 26 November 1965 this is not correct.
To help you narrow the scope of the request, what I am specifically
interested in is any communication showing how (if at all) the
objects of the RMNSEF have been changed since, say, 2004.
I am also interested in any communication allowing the trustees of
the RMNSF to appoint themselves as trustees of the RMNSEF since the
Schem refers to "the Governors for the time being of the school".

you, much appreciated.

the Royal Merchant Navy School Educational Foundation (RMNSEF), charity
number 309046.
Under the FOI, our duty is to provide information we hold on request,
rather than an actual copy of documents which contain the information. We
aim to provide such information in the most efficient and cost effective
way.
I have attached the information we have in response to your request
You requested:
1. Confirmation that the objects for the RMNSEF shown on the Charity
Commission website are up to date and what/who the source of the text
shown in the ***Activities*** section is.
I can confirm that the objects are up-to date and that the source of the
activities description is provided by the charity itself.
2. Copies of communications received/sent since 2003 in respect of objects
activities and/or governance. You clarified through our telephone
conversation on17th Match 2011 and your subsequent email that you were
looking for case notes, reports/accounts and documents referring to the
objects of the charity since 2004.
I have attached in Annex A parts 1 & 2 accounts and annual returns from
2005 to 2009.
I have attached in Annex B an order dated 4^th January 2005 and an order
dated 6^th December 2006.
3. Copies of reports/accounts received since 2003
These have been included in Annex A parts 1 & 2
4. Copies of correspondence and or decisions (not covered above) in
respect of changes of governance, and/or the linking/uniting to another
charity.
You clarified this to mean to refer to the appointment of trustees since
the Scheme refers to the as being ***the Governors for the time being of
the school***
I have attached in Annex C case notes referring to trustee appointment
5. File notes/papers in respect of respect governance, objects and/or
activities of RMNSEF.
