Charging to Park until midnight

Dear Westminster City Council,

Following the recent media frenzy regarding your proposed plans to
charge vehicles to park until midnight, please tell me what
investigation/survey was carried out to realise the congestion
calming benefits of the proposed scheme, and please provide me with
a copy of said report/investigation/survey.

If no such report/investigation/survey has been carried out, please
explain to me why council officers worked out EXACTLY how much
money could be raised by charging vehicles to park until
midnight/raising parking charges above the rate of inflation,
rather than investigating the potential congestion calming
benefits.

As you continually claim that this is not about revenue raising (we
weren't born yesterday) i would expect WCC to have investigated
what traffic calming measures could be achieved, as this
(apparently, wink wink, nudge nudge) is the aim of said charging
proposals.

Dear Mr Tweedy,

Thank your for your reply dated 22 February 2010.

In relation to your FOI request 4918, the following information was
requested:

1) "Re. Proposed plan to charge for parking until midnight please tell me
what investigation/survey was carried out to realise the congestion
calming benefits of the proposed scheme, and please provide me with a copy
of said report/investigation/survey."

2) "If no such report/investigation/survey has been carried out, please
explain to me why council officers worked out EXACTLY how much money could
be raised by charging vehicles to park until midnight/raising parking
charges above the rate of inflation, rather than investigating the
potential congestion calming benefits."

1) In relation to the first aspect of your request, I can advise that no
specific investigation/survey was undertaken. This information is not
held by the City Council of the purpose of the FOI Act 2000.

2) The rationale behind the proposals is contained and fully explained in
the Cabinet Report of 18 January 2010. Please refer to the web link
provided in our response.

Dear Gordon,

The point i was trying to make has obviously alluded you. I find it
amazing that, although your "council" continues to claim that these
measures are not about revenue raising and are to ease congestion,
except the only reports/studies you ever seem to conduct are
financially motivated. In this case, the council has worked out
exactly how much money can be made by these proposals, rather than
conduct any study into the traffic calming measures, which to save
you time and money, are none. Westminster will always be a
congested area, and your council knows this full well, which is why
WCC continue to fleece motorists under the ruse of congestion
management.
