that they were actively considering introducing charges to park in
Red Route parking boxes.

Please provide the text of these announcements.

Under what powers could TfL make such charges?

On what basis could such charges be justified?

What is the weblink setting out TfL's income and expenditure on
policing its Red Route parking and loading regulations?

How much does TfL receive in income from penalty charges for
infringements of Red Route traffic rules?

What is the cost of such enforcement?

Dear Mr Black

Thank you for your email received by Transport for London (TfL) on 6
December 2010 asking for information about the consideration being given
to introducing charges to park in Red Route parking boxes.

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and I can confirm that TfL does hold the information
you require. Please see below our response to each of the questions you
have raised:

"Mayor of London Boris Johnson and TfL Peter Hendy stated recently that
they were actively considering introducing charges to park in Red Route
parking boxes".

1. Please provide the text of these announcements.

The announcement that you refer to was made as part of the Mayor's
response to the Government's Comprehensive Spending Review (CSR). The
possibility of charging for red route parking was mentioned in the
accompanying press release that was issued to the media after the Mayor's
press conference - for further information, please see.

Peter Hendy was subsequently asked about this issue by BBC London
television news when he was being interviewed on a different subject.
This resulted in a news story on BBC London television on Monday 15
November. A short transcript of what the Commissioner said on this issue
is provided below:

"If we need to change regulations in order to be able to do so and it
produces us valuable income that can be used to offset fares or the cost
of maintaining services or maintaining the highways then that is what we
will do."

2. Under what powers could TfL make such charges?

Section 45 of the Road Traffic Regulation Act 1984 gives TfL the power to
charge for parking on the Transport for London Road Network. (TLRN)

3. On what basis could such charges be justified?

TfL is confident that it has the powers to charge for parking and these
would be utilised to improve traffic management on London's Strategic Road
network.

However, the proposals are at a very early stage and we will be consulting
with all the boroughs and key stakeholders before any action is taken. We
will ensure that proposals include full consideration of any potential
impacts on businesses and residents.

course

4. What is the weblink setting out TfL's income and expenditure on

Unfortunately there is no web link for this information.

5. How much does TfL receive in income from penalty charges for
infringements of Red Route traffic rules?

TfL's gross income from Penalty Charge Notices issued on the TLRN in
2009/10 was £29,595,041.

6. What is the cost of such enforcement?

The expenditure on traffic enforcement activities during that period was
£12,651,102.
