Dear Sir or Madam,

I noted with interest the recent correspondence outlining the
proposed housing development in the farm land to the North of Moor
Lane.

I noted that according to the timetable the matter of site access
would be determined in March 2009 in parallel to the public
consultation scheduled at the same time.

It is therefore of interest to note that road works were completed
on the 19th Feb 2008 at the junction of Moor Lane and New Lane to
remove the earth embankment / island that separated Moor Lane from
New Lane and that lane road markings had been instated.

This has had the effect of widening the road entrance at the
expense of the country character of the lane and has reduced the
speed control deterrent that the island provided (i.e. slow speeds
were previously required to enter and exit the lane).

I would therefore like to request under the freedom of information
act, the details of how this road change was instructed by,
authorised by and approved by. In particular I would be interested
to be provided with copies of the planning approval documents that
were raised in this respect.

Dear Mr Corney,

Thank you for your enquiry logged on 19 February 2009.

The background to this is that, after inspecting the site, following the concerns raised by another resident, I concurred with his view that safety could be improved by making the junction more conspicuous. This was intended to be a minor, non-controversial job - too minor to need consultation.

I must say that I have passed through the junction of New Lane and Moor Lane hundreds of times over the last few years, and often wondered why there was a small grassy triangle, unkerbed, unsigned and unlit, in the mouth of Moor Lane.

I must say I am surprised by the assertion that speeds have increased. The left turn entry into Moor Lane from New Lane is almost straight, and as the island did not restrict this left turn in any way, I can't see how its removal could have increased speeds, especially as these left-turners would have only just turned off Westfield Road.

We can't put the island back as it was. As I said, the island should have been kerbed, with illuminated "keep left" signs on it. However, I note that Southern Gas Networks now seem to have finished their work, so we will get the white lining completed as soon as possible, and I'm sure that the junction will then look much tidier and will operate satisfactorily. After that, if residents are still concerned about vehicle speeds, we can use a discreet Speed Data Recorder to see if there really is a problem.
