Dear Lambeth Borough Council,
Under the Freedom of Information Act, I kindly request the
following information in relation to day services for adults with a
learning disability in your local authority:
1) How many adults aged 18-65 with a learning disability were known
to social services in a) 2009/10, b) 2010/11 and c) 2011/12?
2) How many adults aged 18-65 with a learning disability attended
day activities in a) 2009/10, b) 2010/11 and c) 2011/12:
i. 5 days a week or more
ii. 4 days a week
iii. 3 days a week
iv. 2 days a week
v. 1 day a week
vi. 0 days a week?
3) How many adults aged 18-65 with a learning disability attended
the following type of day activities in a) 2009/10, b) 2010/11 and
c) 2011/12:
i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?
4) How many a) day centre places and b) equivalent day service
places for adults aged 18-65 with a learning disability were funded
by the local authority in the following financial years:
i. 2009/10
ii. 2010/11
iii. 2011/12;
and how many do you expect will be funded in iv. 2012/13?
5) How many adults aged 18-65 with a learning disability who
attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12
lived:

6) If there have been day service closures within the local
authority, have any alternative services been put in place for
those who attended the day centre; i.e. new learning
disability-specific community activities or transport to/from

authority, were consultations held, and if so, what were the
consultation periods? Please provide full details (excluding
personal/confidential data) of all consultation responses and the
resulting statement from the council.
8) Have charges for any of the following services increased since
1st April 2009:

In 2010, Tulse Hill Day Centre relocated from Tulse Hill and moved into
the same building as Landmark Day Centre.
7) If there have been day service closures within the local
authority, were consultations held, and if so, what were the
consultation periods? Please provide full details (excluding
personal/confidential data) of all consultation responses and the
resulting statement from the council.
From 2010, Tulse Hill Day Centre service had been at its current location
on the Tulse Hill Estate for over four years. The building, which is
leased from a charitable organisation was not fit for purpose and the
Council did not have sole use of the building. Tulse Hill staff actively
involved the service users, carers and staff during the period from June
2010 to September 2010 in the proposal to move the service to Landmark.
These discussions started in the clients committee earlier in the year.
The daily meetings with the service users and 1 to 1’s discussions with
key workers also focused on the planned move. The Parent/carers
consultation meeting took place on 13 July 2010.
Consultation
Concerns and suggestions raised by the service users were:
· Will they still have birthday parties at Landmark?
· We they still access to a garden space to grow vegetable and have
BBQ’S.
· Will they have access to computers to play our games and watch clips on
YouTube? (currently they have the use of three- two would be adequate)
· Will they have a quiet area when it gets too noisy?
· Where will they keep their packed lunches?
· Where will they eat their lunches?
· Where will they make their tea and coffee?
· Are there enough toilets?
Carers
· Some carers are worried about parking.
· Also expressed worries about being on the main road.
· Where the entrance is going to be.
· Will we have our own telephone line and extension?
· Monitoring of service users in a multi level building.
· Storages of packed lunches.
Tulse Hill - Staff
The team had regular meetings once a week and the move was a standing item
on the agenda. There were joint meetings with the staff at Landmark Day
Centre.
Landmark – staff
Concern that the centre would be bigger moving from smaller centres to a
larger will be more institutionalised. Some staff was concerned about
large numbers of service users in the centre, and that Tulse Hill service
users will move around the building and the more vulnerable clients at
Landmark may not get their needs met with increased numbers of people
around and increased noise.
Some staff felt it would work if there were clear roles and
responsibilities with regard to building management.
Solutions to service users and carer’s concerns.
o Building meetings for all teams at Landmark
o Fully promoting user involvement in all levels in decision making in
this new enterprise, for example
o Developing the abandoned part of the garden at Landmark, this is a
user lead initiative where they will grow vegetables
o Service users decided how to use the rooms available.
o Birthday parties would happen
o Dining room furniture would be purchased to be used for meals and
daily board meeting
o Use unused garden space
o Use computer on top floor at Landmark, and purchasing another. Check
licences to get non staff internet access.
o Risk assessment and road safety training regarding being on a main
road.
o Telephones purchased.
o Maintain the high number of community outings
o Continue to develop innovative activities
o Reduce the reliance on contracted transport for community outings –
this would be easier from Landmark, which is nearer bus stops and other
public transport.
8) Have charges for any of the following services increased since 1st
April 2009:
