Dear Hillingdon Borough Council,
Under the Freedom of Information Act, I kindly request the
following information in relation to day services for adults with a
learning disability in your local authority:
1) How many adults aged 18-65 with a learning disability were known
to social services in a) 2009/10, b) 2010/11 and c) 2011/12?
2) How many adults aged 18-65 with a learning disability attended
day activities in a) 2009/10, b) 2010/11 and c) 2011/12:
i. 5 days a week or more
ii. 4 days a week
iii. 3 days a week
iv. 2 days a week
v. 1 day a week
vi. 0 days a week?
3) How many adults aged 18-65 with a learning disability attended
the following type of day activities in a) 2009/10, b) 2010/11 and
c) 2011/12:
i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?
4) How many a) day centre places and b) equivalent day service
places for adults aged 18-65 with a learning disability were funded
by the local authority in the following financial years:
i. 2009/10
ii. 2010/11
iii. 2011/12;
and how many do you expect will be funded in iv. 2012/13?
5) How many adults aged 18-65 with a learning disability who
attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12
lived:
i. in the family home
ii. in their own home
iii. in supported accommodation
iv. in residential accommodation?
6) If there have been day service closures within the local
authority, have any alternative services been put in place for
those who attended the day centre; i.e. new learning
disability-specific community activities or transport to/from
suitable existing day activities?
7) If there have been day service closures within the local
authority, were consultations held, and if so, what were the
consultation periods? Please provide full details (excluding
personal/confidential data) of all consultation responses and the
resulting statement from the council.
8) Have charges for any of the following services increased since
1st April 2009:

I am writing in response to your request for information below.
As I understand it you are seeking to know:
1. How many adults aged 18-64 with a learning disability were known
to social services in:
a) 2009/10 456
b) 2010/11 505
c) 2011/12 485 (as at 31/01/12)
2. How many adults aged 18-65 with a learning disability were
provided with day centre services in the following years:
a) 2009/10:
5 days a week or more 73
4 days a week 54
3 days a week 29
2 days a week 21
1 day a week 14

b) 2010/11:
5 days a week or more 72
4 days a week 49
3 days a week 27

Note: We do not track attendance at day centres, and we have provided a
count of the number of adults who were provided day centre services for
the number of days stated.
3. How many adults aged 18-65 with a learning disability attended
the following type of day activities in a) 2009/10, b) 2010/11 and c)
2011/12:
i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?
Unfortunately, this information is not readily available as we do not
track attendance, and do not always record employment / education /
voluntary work statuses against individuals.
The only way this information could be extracted would be through a
manual search through individual service user records.
S12 of the FOIA states that a Public Authority is not obliged to
respond to a request for information under S1 of the FOIA where it
estimates that the cost of doing so would 'exceed the appropriate
limit'. The 'appropriate limit', as laid down in the Freedom of
Information and Data Protection (Fees and Appropriate Limit) Regulations
2004 (the 'Regulations'), is £450 which equates to 18 hours work.
We estimate that the cost of searching our records to ascertain whether
the information is held and to collate this information would be over
the 'appropriate limit' as laid down in the Regulations and as such is
exempt under S12 of the FOIA.
4. How many a) day centre places and b) equivalent day service
places for adults aged 18-65 with a learning disability were funded by
the local authority in the following financial years:
i. 2009/10
ii. 2010/11
iii. 2011/12
iv. and how many do you expect will be funded in iv. 2012/13?

There have been no day service closures in the last 12 months but the
Council has recently conducted a review of these services and I would
