Dear Hartlepool Council,

Under the Freedom of Information Act, I kindly request the
following information in relation to day services for adults with a
learning disability in your local authority:

1) How many adults aged 18-65 with a learning disability were known
to social services in a) 2009/10, b) 2010/11 and c) 2011/12?

2) How many adults aged 18-65 with a learning disability attended
day activities in a) 2009/10, b) 2010/11 and c) 2011/12:

i. 5 days a week or more
ii. 4 days a week
iii. 3 days a week
iv. 2 days a week
v. 1 day a week
vi. 0 days a week?

3) How many adults aged 18-65 with a learning disability attended
the following type of day activities in a) 2009/10, b) 2010/11 and
c) 2011/12:

i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?

4) How many a) day centre places and b) equivalent day service
places for adults aged 18-65 with a learning disability were funded
by the local authority in the following financial years:

i. 2009/10
ii. 2010/11
iii. 2011/12;

and how many do you expect will be funded in iv. 2012/13?

5) How many adults aged 18-65 with a learning disability who
attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12
lived:

i. in the family home
ii. in their own home
iii. in supported accommodation
iv. in residential accommodation?

6) If there have been day service closures within the local
authority, have any alternative services been put in place for
those who attended the day centre; i.e. new learning
disability-specific community activities or transport to/from
suitable existing day activities?

7) If there have been day service closures within the local
authority, were consultations held, and if so, what were the
consultation periods? Please provide full details (excluding
personal/confidential data) of all consultation responses and the
resulting statement from the council.

8) Have charges for any of the following services increased since
1st April 2009:

i. day centre attendance
ii. transport to and from day activities
iii. any related activities;

and if so by how much?

In September 09 Day services supported 163 people with a learning
disability in Day Centres, Employment (paid, voluntary and sheltered
workshops, Education and leisure activities. The number of days
individuals where supported in these activities is below

In September 10 the number of days individuals where supported by Day
Services was

 

1 day  40

2 days 27

3 days 21

4 days 34

5 days 49

 

In 2011 employment was no longer part of day services so we supported 119
people in day centres, education and leisure activities. The number of
days individuals where supported in these activities is below.

3) How many adults aged 18-65 with a learning disability attended

     the following type of day activities in a) 2009/10, b) 2010/11 and

     c) 2011/12:

    

     i. day centres

     ii. employment

     iii. education

     iv. voluntary work

     v. other activities?

 

In September 2009 the day service supported 163 people of which

 

55 people had activities in day centres

86 people took part in employment activities including paid, voluntary and
sheltered work

37 people took part in education (not in day centre)

75 people took part in other activities mainly sport and leisure (not in
day centre)

 

In September 2010 the day service supported 171 people of which

 

76 people had activities in day centres

83 people took part in employment activities including paid, voluntary and
sheltered work

38 people took part in education (not in day centre)

77 people took part in other activities mainly sport and leisure (not in
day centre)

 

In September 11 the day service provided support to 119 people after the
employment team moved to another area of which

 

50 people had activities in day centres

32 people took part in education activities

98 people took part in other activities (not in day centre)

 

 

4) How many a) day centre places and b) equivalent day service

     places for adults aged 18-65 with a learning disability were funded

     by the local authority in the following financial years:

    

     i. 2009/10

     ii. 2010/11

     iii. 2011/12;

    

     and how many do you expect will be funded in iv. 2012/13?

 

In 2009 we the day service had 163 places, in 2010 we had 171 and in 2011
we had 119 the drop was due to the employment team moving. Would they want
to know the numbers for SYMO, Roaring Mouse etc?

 

6) If there have been day service closures within the local

     authority, have any alternative services been put in place for

     those who attended the day centre; i.e. new learning

     disability-specific community activities or transport to/from

     suitable existing day activities?

 

We have not had any permanent closure between the beginning of 2009 and
the end of 2011. However the day centres have been closed due to flood
damage and refurbishment. During these periods alternative arrangements
have been made which involved relocation in other day centres or community
building existing transport was used to these alternative venues

 

In respect of Question 1 and Question 5, we believe that to locate,
retrieve and collate this information would take us over the cost
threshold as specified under S12 of the Act, as these would be manual
tasks that would include individual files. Therefore, we are relying on
this exemption in respect of these questions.

 

 

We hope that this information deals with your request, however if you are
dissatisfied with the handling of your request, you have the right to ask
for an internal review. Internal review requests should be submitted
within two months of the date of receipt of the response to your original

Dear Leanne,

Thanks for your response and the information provided.

If you do not already centrally hold the information requested in
qu. 1 and 5, I understand that to manually collate this information
would exceed the appropriate limit as set out in FOIA, therefore I
accept you're not able to provide these data.

However you also don't appear to have provided answers to qu. 7 and
8. I assume your answer to qu. 7 is similar to that of qu. 6 - i.e.
there have not been any closures of day services therefore no
consultations, could you confirm this?

I'm hopeful you will be able to provide the information requested
in qu. 8.

Please let me know if this is the case.

I have checked with the department and can confirm that our response to question 8 should have been:

'No increase for charges made by HBC since 2009, however some outside agencies charges may have changed, some higher, some lower.'
