Dear Bradford City Council,

Under the Freedom of Information Act, I kindly request the
following information in relation to day services for adults with a
learning disability in your local authority:

1) How many adults aged 18-65 with a learning disability were known
to social services in a) 2009/10, b) 2010/11 and c) 2011/12?

2) How many adults aged 18-65 with a learning disability attended
day activities in a) 2009/10, b) 2010/11 and c) 2011/12:

i. 5 days a week or more
ii. 4 days a week
iii. 3 days a week
iv. 2 days a week
v. 1 day a week
vi. 0 days a week?

3) How many adults aged 18-65 with a learning disability attended
the following type of day activities in a) 2009/10, b) 2010/11 and
c) 2011/12:

i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?

4) How many a) day centre places and b) equivalent day service
places for adults aged 18-65 with a learning disability were funded
by the local authority in the following financial years:

i. 2009/10
ii. 2010/11
iii. 2011/12;

and how many do you expect will be funded in iv. 2012/13?

5) How many adults aged 18-65 with a learning disability who
attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12
lived:

i. in the family home
ii. in their own home
iii. in supported accommodation
iv. in residential accommodation?

6) If there have been day service closures within the local
authority, have any alternative services been put in place for
those who attended the day centre; i.e. new learning
disability-specific community activities or transport to/from
suitable existing day activities?

7) If there have been day service closures within the local
authority, were consultations held, and if so, what were the
consultation periods? Please provide full details (excluding
personal/confidential data) of all consultation responses and the
resulting statement from the council.

8) Have charges for any of the following services increased since
1st April 2009:

i. day centre attendance
ii. transport to and from day activities
iii. any related activities;

and if so by how much?

Freedom of Information request for information:

 

I am writing in respect of your recent enquiry for information held by the
Council under the provisions of the Freedom of Information Act 2000
regarding .spending on adult social care services.

 

Response:

 

The Local Authority does not have in-house day service provision. The
majority of day services have been provided by one organisation, which is
currently transferring to a new provider so access to information has been
difficult to obtain at this moment in time. There are a number of private
and voluntary sector providers of day services but this information is not
held separately in service type i.e. day services.

 

As a result, the information supplied is may not be complete at this
moment in time.   

 

     1) How many adults aged 18-65 with a learning disability were known

     to social services in

            a) 2009/10,                    1,517

            b) 2010/11                     1,539

            c) 2011/12?                   1,500 (estimated)     

    

 

     2) How many adults aged 18-65 with a learning disability attended

     day activities in a) 2009/10, b) 2010/11 and c) 2011/12:

We have not been able to collect information relating to education,
voluntary work and other activities.

 

The information available indicates approximately 590 people access “day
centres” and approximately 80 people are supported in employment.

 

     4) How many a) day centre places and b) equivalent day service

     places for adults aged 18-65 with a learning disability were funded

     by the local authority in the following financial years:

    

     i. 2009/10    1,113 places

     ii. 2010/11,  1,113 places

     iii. 2011/12; 1,113 places

    

      This is the number of places (capacity) commissioned with the
outgoing main provider of day services for adults with a learning
disability, however, utilisation has been lower.

 

and how many do you expect will be funded in iv. 2012/13?

 

A new block contract has recently been tendered to replace the main
provider.  20 additional day service places per year are specified wit the
focus of supporting people into employment. The figures quoted does not
take into account community based support packages that can be
commissioned to provide a mixture of support at the person’s home and
local community, not specifically attending day centre’s.

 

5) How many adults aged 18-65 with a learning disability who attended day
activities in a) 2009/10, b) 2010/11 and c) 2011/12 lived:

    

     i. in the family home

     ii. in their own home

     iii. in supported accommodation

     iv. in residential accommodation?

 

Unfortunately, this information is not available.

 

6) If there have been day service closures within the local authority,
have any alternative services been put in place for those who attended the
day centre; i.e. new learning disability-specific community activities or
transport to/from suitable existing day activities?

 

Since 2002, there have been three 150 place day centres close. These
services were not fully attended. As part of theses closures, alternative
day time activities were identified and no-one lost any service provision.

 

7) If there have been day service closures within the local authority,
were consultations held, and if so, what were the consultation periods?
Please provide full details (excluding personal/confidential data) of all
consultation responses and the resulting statement from the council.

    

Reassessment and consultation took place over a period of time which was
in excess of 3 months per centre closure.

 

8) Have charges for any of the following services increased since 1st
April 2009:

    

     i. day centre attendance

     ii. transport to and from day activities

     iii. any related activities;

    

     and if so by how much?

 

      Charges have not increased since 2009
