Dear Sefton Borough Council,

Under the Freedom of Information Act, I kindly request the
following information in relation to day services for adults with a
learning disability in your local authority:

1) How many adults aged 18-65 with a learning disability were known
to social services in a) 2009/10, b) 2010/11 and c) 2011/12?

2) How many adults aged 18-65 with a learning disability attended
day activities in a) 2009/10, b) 2010/11 and c) 2011/12:

i. 5 days a week or more
ii. 4 days a week
iii. 3 days a week
iv. 2 days a week
v. 1 day a week
vi. 0 days a week?

3) How many adults aged 18-65 with a learning disability attended
the following type of day activities in a) 2009/10, b) 2010/11 and
c) 2011/12:

i. day centres
ii. employment
iii. education
iv. voluntary work
v. other activities?

4) How many a) day centre places and b) equivalent day service
places for adults aged 18-65 with a learning disability were funded
by the local authority in the following financial years:

i. 2009/10
ii. 2010/11
iii. 2011/12;

and how many do you expect will be funded in iv. 2012/13?

5) How many adults aged 18-65 with a learning disability who
attended day activities in a) 2009/10, b) 2010/11 and c) 2011/12
lived:

i. in the family home
ii. in their own home
iii. in supported accommodation
iv. in residential accommodation?

6) If there have been day service closures within the local
authority, have any alternative services been put in place for
those who attended the day centre; i.e. new learning
disability-specific community activities or transport to/from
suitable existing day activities?

7) If there have been day service closures within the local
authority, were consultations held, and if so, what were the
consultation periods? Please provide full details (excluding
personal/confidential data) of all consultation responses and the
resulting statement from the council.

8) Have charges for any of the following services increased since
1st April 2009:

i. day centre attendance
ii. transport to and from day activities
iii. any related activities;

and if so by how much?

Dear FOI team,

I have still not received the information I requested, nor have I
received a response from you to my many emails.

If you do not respond within the next 48 hours I will be making a
formal complaint. Under the FOI Act you have 20 days to respond to
FOI requests and this deadline passed several weeks ago, so you are
now in breach of the FOIA.

Thanks for your FOI enquiry dated 25^th January and once again our sincere
apologies for the delayed response.

 

We can answer your questions for the most part but at this stage we are
still creating the requisite data for 2011/12. It should be available by
late May. I have asked the relevant Officer to provide you with this data
when available.

 

Please find attached an Excel sheet with our response for your Questions 1
– 5 , our responses to 6 - 8 are beneath.

 

6) There have been no day centre closures for Learning Disabilities day
services. 

There are two large day centres and a social enterprise centre run by New
Directions (formerly Sefton Council).   There has been a development and
increase in the number of new learning disability specific community
activities.  The development of Direct Payment has allowed for people to
choose what activities they would like to get involved with.  The Local
Authority through the learning disabilities partnership board, care
managers, transitions coordinators and adult social care staff will tell
people about the choices available to them when choosing to take Direct
Payments.

 

7) There have been no day service closures.

 

8). Day Centre and Transport charges have increased since 2009 – but not
related activities such as luncheon charges.

Jo,  in response to your supplementary FOI question concerning Day Centre
charges beneath.

 

 

'One thing, could you let me know by how much Day Centre and

     Transport charges have increased since 2009?'

    

Day Centre Charges - 2009 to Date

 

 

Pre April 2009 - £10.00

 

April 2009 increased to £12.50

 

April 2010 increased to £15.00

 

April 2011 increased to £17.50

 

With effect from 11^th April 2011 - For service users with capital in
excess of £23,250 - day centre attendance maximum charge of £45 per day.

 

April 2012 - no increase - remains at £17.50

 

 

 

Transport Charges

 

 

Charged since October 2010 - £1.50 per trip – no increases

 

With effect from 11^th April 2011 - For service users with capital in
excess of £23,250 - transport maximum charge £6.50 per journey.
