Changes of 'Primary Address'

Paul Perrin made this Freedom of Information request to House of Commons

The request was successful.

From: Paul Perrin

8 May 2009

Dear Sir or Madam,

For each MP claiming second home expenses I would like to know each
time they changed their address.

I do not need to know the address themselves, just (for each MP)
the date of the change and whether the change was to their primary
or secondary address.

I would like this information going as far back as possilble (up to
20 years), but if some of this information cannot be provided for
any reason, the more recent data should take precedence (i.e. just
the last 10 years or last 9 years etc).

Yours faithfully,

Paul Perrin

Dear Mr Perrin,

Thank you for your request for information which is copied below.

Information that relates to the residential addresses of MPs is not
subject to FOI and therefore the House of Commons is not obliged to
disclose it. As the information you have asked for refers directly to
MPs' addresses, your request is refused. For further information about the
application of the Freedom of Information (FOI) Act to information of this
nature please refer to the linked document:

[1]http://www.opsi.gov.uk/si/si2008/pdf/uks...

You may, if dissatisfied with the treatment of your request, ask the House
of Commons to conduct an internal review of this decision. Requests for
internal review should be addressed to: Freedom of Information Officer,
Department of Resources, House of Commons London SW1 OAA or
[2][House of Commons request email]. Please ensure that you specify the nature of
your complaint and any arguments or points that you wish to make.

If you remain dissatisfied, you may appeal to the Information Commissioner
at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.

Yours sincerely

Dear FOICOMMONS,

I have specifically not asked about MPs addresses, I have asked
about the number of times that registration details have been
changed. So the exclusion you cite is not relevant.

I look forward to receiving the information that I have requested.

Yours sincerely,

Paul Perrin

Dear FOICOMMONS,

I thought I was clarifying the request - that it was about
frequency/timings of registration changes, not about actual
addresses.

The addresses were originally excluded from FoI for 'security'
reasons - no such reason applies to the information I have
requested.

If you do not believe that the clarification changes anything, then
an internal review would be the next course of action.

Yours sincerely,

Paul Perrin

Dear Mr Perrin

Further to the internal review notice the information requested is now
available on our web site (link below).

The linked table provides a lists of dates after 1 April 2004 on which
Members notified the Department of Resources/Fees Office of a change of
nomination of the home on which claims were submitted in respect of the
cost of staying away from the main residence (it does not necessarily
follow that the move of home occurred on the same date). The table also
records cases where the address of the main/primary home was changed at
the same time and cases where the change was from a claim for a second
home to a claim for hotel stays. Please note that, as set out in the
relevant editions of the Green Book, prior to 2005 Ministers claiming for
the cost of staying away from the main home were obliged to register their
main home as being in London, regardless of any other circumstances. The
requested information from earlier periods is not held.
