Chair and Vice Chair of CLAE

Dear Sir or Madam,

Under the management arrangements of the CLAE the Secretary of
State is required to designate one of the members of the CLAE as
Chair and one as Vice Chair. This can only be after they have been
appointed to the position of Local Government Ombudsmen by the
Crown.

Please provide a copy of the letter from the Secretary of State
identifying that REDMOND has been designated as Chair of the CLAE
and that WHITE has been designated as Vice Chair.

If no written designation has been made in relation to WHITE or
REDMOND holding these positions please identify if this is the
case, additionally please identify all payments that have been made
in respect of WHITE and/or REDMOND being identified as having
received as a consequence of these positions for each year that
they have been identified in CLAE documentation as holding the
positions.

The letter provided by Pook is not a letter from the DCLG appointing White as Vice Chair. All it does is agree to Redmond's recommendations. Where is the formal letter of appointment to Vice Chair???????

Looks to me that White was never legally appointed to the position of Vice Chair by the DCLG. Looks like Redmond appointed him and the DCLG just accepted it. That is not the same as formally appointing him as Vice Chair. You are on to something Stuart keep up the pressure.

there is a very clear breach of recommendation 36 and 37 of the Nolan Committee's recommendations, and as such a very clear breach of the CLAE's governing documents. It is to be hoped that CIPFA and SOLACE and DCLG have not followed this lead.

36. All appointments to executive NDPBs or NHS bodies should be made after advice from a panel or committee which includes an independent element. [C]

37. Each panel or committee should have at least one independent member and independent members should normally account for at least a third of membership. [C]
