What training do your appointed CEO`s get in identifying what is
legal and what is not with regard to road signs and road markings.
How many cases are on you record that a CEO has reported a non
compliant road sign or road marking since decriminalised parking
was awared to MBW and could I have a copy of those reports together
with when you rectified the reported irregularities

I have copied and pasted your 4 recent requests below, made under the
Freedom of Information regime. I understand from Colleagues that you
have had a meeting with Council Officers and have also been sent a
comprehensive letter regarding the queries and concerns you have in
relation to Parking Zones and other Highways Issues.
I would be grateful if you could clarify for me whether after the
meeting and letter you have now received, you are satisfied that your
questions below have been answered.
If you feel there are any outstanding issues, if you could please let me
know and I will look into these for you.

Could I please have an authorised copy of the
Road Traffic Orders for all the residents parking zones in
Metropolitan Borough of Wirrals control
What specifications do the Highways Department or external
contractor on your behalf construct the road marking to for
"residents parking zones" and are any variations allowed.
In the current accounting year how many penalty
charge notices have been issued by your agents for contraventions
of parking in residents parking zones, how many were successfully
contested and how much revenue was generated by those penalty
charge notices not challenged?

Dear InfoMgr, FinDMT,
Thanks, Jane, for your acknowledgement of my FOI requests.
The meeting I had with your colleagues was more to sort out the
problems I had with residents parking permits which indeed Steve
sorted for me, for which I thank him. However as far as the
legallity or illegality ( depending on your poit of view)of your
existing residents parking zones were concerned I pointed out that
I begged to differ with MBW`s interperetation of the legislation. I
am continuing my investigations in this matter as a result of
enquiries I have had from members of the public via The Residents
Alliance and would like the questions I have asked under the FOI
answered. At this stage, I withdraw my question concerning " how
many PCN`s have been issued in the current financial year " etc. I
will look into this matter after MBW have published their accounts
for 2008/9. However I would still like the answers to the other 3
questions.

This email covers the outstanding queries that you raised under Freedom of Information and I hope you find the information of use.
There is a low cost charging regime in place for traffic orders for which the Council charges 5p per sheet; for the traffic orders you are interested in there are 94 pages in total so a total cost of £4.70. Please let me know if you want copies of these, I have detailed below the orders in question so you can make an informed decision regarding the paper copies. If you wish to have copies please send a cheque for £4.70 made out to Wirral Council to the following address:-

Answer
This was covered in the letter from the Chief Executive dated 21st Jan 2009, all orders for signing and marking are referenced to the relevant Diagram number in the Traffic Signs Regulations and General Directions (TSRGD).
2. What training do your appointed CEO`s get in identifying what is legal and what is not with regard to road signs and road markings.
Answer
This was also covered in the letter from the Chief Executive dated 21st Jan 2009. CEO's check that the signs etc. are clear and legible, not whether they comply dimensionally with the TSRGD.
3. How many cases are on you record that a CEO has reported a noncompliant road sign or road marking since decriminalised parking was awared to MBW and could I have a copy of those reports together with when you rectified the reported irregularities.
Answer
Wirral Council does not hold this information on an individually recorded basis. Defects come from many sources including highway inspectors, public, other Council officers, CEO's. Whilst a small number of orders may be sent individually, the majority will be added to a defects list for inclusion in a planned maintenance programme.
