Dear Office for National Statistics,

Please provide me with an electronic copy of the guidance, best
practice and advice etc. specifically given to the 'census not
filled in' teams described in the BBC story above.

I note that last time I made this request, you said it would
prejudice the teams' work, and I asked whether or not making a new
request several months later would be acceptable. I received no
reply to this question.

I repeated it, and it was again ignored.

Do not ignore this one.

Dear Mr Elibank,

You have repeated your request for guidance, best practice and advice
given to ‘census not filled in’ teams following the response given to your
earlier Freedom of Information request.  I am sorry that you did not
subsequently receive a reply advising you that the information requested
would still not be available at a later date.

The copies of training material which you have requested are exempt from
release under S31(1) of the Freedom of Information Act. In our opinion,
release of this information at any time would be prejudicial to the
process by which non-compliance is identified, investigated and prosecuted
and so could have a detrimental effect on the administration of justice.

Prosecutions for failing to complete a census return are still ongoing.
 However, even on completion, the training material will remain exempt.

I can advise, however, that the training of Non-Compliance Officers
covered the statutory nature of the census and potential scenarios which
staff might encounter whilst dealing with the public.

You have the right to have this response to your freedom of information
request reviewed internally by an internal review process and, if you
remain unhappy with the decision, by the Information Commissioner. If you
would like to have the decision reviewed please write to Dennis Roberts,
