CEM1 English, D P - Died 31/08/1977

Dear Ministry of Defence,

My cousin, details below, died in mysterious circumstances in
Germany whilst serving on board HMS Swiftsure. Whilst he was found
drowned in the sea, there is internet speculation that he may have
been murdered. See this website:

As this information differs from that advised by the MOD / Royal
Navy) to his adopted parents (my aunt and uncle), I would be
extremely grateful if you would supply a copy of the official Royal
Navy enquiry findings or report into his death together with any
other documents relating to his death.

Failing that, please advise me who would hold the information
requested?
