Dear Northumbria Police,
Please supply the CCTV/crime statistics supplied to the Daily
Telegraph that were the basis of their article 'Number of crimes
caught on CCTV falls by 70 per cent, Metropolitan Police admits',
Daily Telegraph 5/1/2010.
The article indicates that the statistics included:
- the number of crimes "in which CCTV was involved"
- the number of these crimes which resulted in a charge, summons
or caution
The article stated that the statistics related to several years,
possibly 2003/4 - 2008/8.

Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')
Thank you for your email dated 5th January 2010 in which you made a request
for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.
You asked:
Please supply the CCTV/crime statistics supplied to the Daily Telegraph
that were the basis of their article Number of crimes caught on CCTV falls

In response:
We have now had the opportunity to fully consider your request and I
provide a response for your attention.
Please see below the questions which were asked and the response we gave in
answer to those questions. I believe this is the request to which you
refer.
1. For the following years 2003/4, 2004/5, 2005/6, 2006/7, 2007/8 and
2008/9, please provide the following information: how many crimes in
your force area were recorded and tagged as having CCTV involvement?
2. How many of those resulted in a successful prosecution?
In response:
We have now had the opportunity to fully consider your request and I
provide a response for your attention.
1. Please note we have only been able to provide the total number of crimes
where the CCTV marker has been used. We are unable to provide any
information prior to November 2004, as the CCTV marking system was not
used prior to this time.
For the information we can provide please see the below attached
spreadsheet.

2. Due to the number of such crimes recorded, 59,948, it is not possible to
supply any information to this part of your request.
To provide this information would entail a manual search of all records
listed above, to see if it met the criteria of your request. We have
estimated that to extract this information would take over 18 hours,
therefore Section 12 of the Freedom of Information Act would apply.
This section does not oblige a public authority to comply with a request
for information if the authority estimated that the cost of complying
with the request would exceed the appropriate limit of 18 hours,
equating to £450.00
You should consider this to be a refusal notice under section 17 of the
Act for that part of your request.
The information we have supplied to you is likely to contain intellectual
property rights of Northumbria Police. Your use of the information must be
strictly in accordance with the Copyright Designs and Patents Act 1988 (as
amended) or such other applicable legislation. In particular, you must not
re-use this information for any commercial purpose.
How to complain
If you are unhappy with our decision or do not consider that we have
handled your request properly and we are unable to resolve this issue
informally, you are entitled to make a formal complaint to us under our
complaints procedure which is attached.

If you are still unhappy after we have investigated your complaint and
reported to you the outcome, you may complain directly to the Information
Commissioner’s Office and request that they investigate to ascertain
whether we have dealt with your request in accordance with the Act.
