Dear Sir or Madam,

I write to confirm that I was involved in a road traffic accident
which occurred on or about 8.35am on 13th March 2009, as I was
cycling along Charterhouse Street, EC1M, London.

A moped rider pulled out in front of me, causing me to brake and go
over the handlebars. In doing so, I sustained some injuries and
damaged some personal property.

After 3 months of investigations by the insured' insurance company,
the insured has now denied liability. I would therefore like this
footage to prove liability.

Following your Freedom of Information (FOI) request of 16 July 2009, the
City of London (CoL) responds as follows. The CoL does not hold any CCTV
images for the time and place to which your request refers.

Please note that it is not part of the duties of the CoL to monitor the
streets/roads which form part of its local authority area. It only has
cameras to prevent crime relating to its own premises. The CoL does have
CCTV at Smithfield Market (for which it is responsible) in Charterhouse
Street, but the cameras do not look beyond the boundaries of the Market
and therefore would not have captured an incident in the roadway. In
addition, the CCTV for the Market for that period has been routinely
overwritten.

The City of London Police (COLP) is the data controller for the CCTV which
monitors the roads/streets and other public areas within the City
boundaries. (The CoL has some access to this CCTV, but the only captured
images from it which the CoL is permitted to take relate to specific
parking contraventions). Please note that the CoL is legally a separate
body from the COLP for the purpose of compliance with the FOI Act. For
