Dear Wirral Borough Council,

I understand that the CCTV car you use as a revenue collector is
financed by a third party contractor.

Am I right in understanding that this is a third party contractor
is actually a business, a legal corporation, existing only to
produce a profit?

Am I further right in understanding that Wirral Council has allowed
a FOR PROFIT MAKING BUSINESS to partake in the deception and
collection of money (deception as it is fundamentally unlawful,
even though legal) Lawful trumps legal!

Noncor,

Wirral Council, along with most other councils in the country use their powers under the Decriminalised parking act(of which this obnoxious little car is just one) to generate huge amounts of revenue to make up for the losses due to their own incompetence and mis-management but they will not admit that to you or any other members of the public. I might add that a very large proportion of the penalty charge notices they issue are unenforceable due to incorrect road markings, road signeage or incorrect proceedures but the general public seem to be unaware of the legalities and therefore do not challenge the issue of such penalty charges. I would recommend anyone who receives a PCN from Wirral Council to check the legallity of it out before paying up at www.pepipoo.com

The CCTV car is provided by NSL our contracted enforcement service
provider to undertake parking enforcement duties. NSL undertake parking
enforcement on behalf of the authority, as provided for by Part 6 of the
Traffic Management Act 2004.

NSL Services Ltd holds the parking enforcement contract for Westminster City Council in London.

Take a look at the link below to see the hypocritical NSL Services / Westminster Council CCTV camera car parked illegally while the driver goes shopping in Tesco. This same camera car usually spends its time issuing parking tickets and moving traffic contravention fines to motorists for minor offences.

I cannot find Wirral Borough Council having registered with the Information Commissioners office for any Purpose regarding the passing of data for smart car contraventions or any other contraventions come to that, the council are not even registered with the ICO for nothing it appears, does Wirral BC come under another name.

It might be interesting to see if drivers/operators are CRB checked and what safeguards operate to restrict unauthrised distribution. I have already seen what appears to be footage from one of these cars on YouTube. The potential for misuing a video camera with a high powered zoom and a periscope that reaches high enough for bedroom windows is enormous. A paedo's and peeping Tom's dream cum true!

Take a look at how www.NoToMob.co.uk are handling CCTV cars ;-) I suggest you examine the Traffic Management Orders and Traffic Signs Manual as we have found they favour enforcing confusing situations. The first 2 sites we examined discovered nearly 1,000 illegally issued PCNs.
