Dear South Gloucestershire Council,
Please provide the following information related to CCTV cameras,
which are operated by, or on behalf of, South Gloucestershire
Council, and located in Thornbury.
1. Schools
Whilst there are CCTV cameras visibly mounted on the exterior walls
of Thornbury’s secondary school provision (The Castle School, The
Castle School Sixth Form Centre, Marlwood School), there seem to be
no CCTV cameras at Thornbury’s primary/special needs schools (St.
Mary’s CofE VA Primary School, Manorbrook Primary School, Christ
the King Catholic Primary School, New Siblands School, Crossways
Junior School, Crossways Infant School, Gillingstool Primary
School) – please confirm that there are no exterior CCTV cameras at
these seven Thornbury schools, or alternatively indicate which of
them do have exterior CCTV cameras.
2. Car parks
a) St. Mary Street car park
This car park is a CCTV zone with no obvious cameras within its
perimeter – please confirm that the dome camera mounted above Giggs
Hair and Beauty Salon and the dome camera in the St. Mary Centre’s
Service Yard B are cameras which provide coverage of the car park.
If these cameras do indeed monitor the car park, please indicate
whether they are dedicated exclusively to monitoring the car park,
or otherwise indicate the time/cost sharing arrangement with the St
Mary Centre. If there are other cameras, apart from the
aforementioned ones, which monitor the car park, then please
indicate the precise locations of those cameras.
b) Rock Street car park
This car park is a CCTV zone with no obvious cameras within its
perimeter – please confirm that the dome camera mounted above the
Rock Street entrance to the St. Mary Centre is a camera which
provides coverage of the car park. If this camera does indeed
monitor the car park, please indicate whether it is dedicated
exclusively to monitoring the car park, or otherwise indicate the
time/cost sharing arrangement with the St Mary Centre. If there are
other cameras, apart from the aforementioned one, which monitor the
car park, then please indicate the precise locations of those
cameras.
c) Castle Court (short stay) car park
Please indicate how many Penalty Charge Notices (PCNs) were issued
for this car park, during the financial years 2008/09 and 2009/10,
and of those, how many were postal PCNs issued from evidence gained
from the four CCTV cameras. Please show figures for each financial
year separately.
d) Castle Court (long stay) car park
Please indicate how many PCNs were issued for this car park, during
the financial years 2008/09 and 2009/10, and of those, how many
were postal PCNs issued from evidence gained from the two CCTV
cameras. Please show figures for each financial year separately.
3. Public surveillance
a) Thornbury’s new CCTV system
There was an upgrade of CCTV cameras used for public surveillance
in Thornbury town centre, reportedly funded by a £25,000 grant from
the Home Office, with the new cameras being fully operational from
September 2009. Please confirm that these cameras include the three
dome cameras in the High Street (on the corners of the following
buildings: T&J Owen florist, Thornbury Town Hall, 67 High Street).
If there are other cameras included in this new system, then please
indicate their precise location.
b) Functioning of the new system
A Thornbury police source has stated that the new CCTV cameras have
not been functioning for some considerable period, after being
incapacitated during a severe electrical storm. Please indicate the
veracity of this statement, and, if it is true, please indicate the
date on which the new CCTV system ceased functioning, and the
expected date of return to operational use.
c) Other non-parking public surveillance
Please give the precise locations of all other cameras operated by,
or on behalf of, South Gloucestershire Council in Thornbury, which
monitor crime and antisocial behaviour, and indicate in the
response, whether the caged dome camera, above the McColl’s shop,
at the parade of shops in Oakleaze Road, is one of them.

Dear FOI Monitor,
This is an incomplete response – with only section 3 getting
answers, albeit terse ones. So it only partly deals with my
request, and it seems to be a product of inter-departmental
dysfunction. Perhaps Community Services should shed its grumpiness.
1. Schools
I consider this response to be deliberately obstructive. Regardless
of whether the information, which I have requested, is on a
database or not, the schools service is provided by South
Gloucestershire Council’s Directorate of Children & Young People.
Please provide the requested information.
2. Car parks
a) St. Mary Street car park
b) Rock Street car park
I consider these responses to be deliberately obstructive. My
requests were about how the two car parks are given CCTV coverage.
Please provide the requested information.

that the information that I had requested (about CCTV cameras in

The management and improvement of school sites and premises, including the installation of any security measures rests with the governing body at each school. Local Authorities are no longer required to carry out full and detailed audits of school sites and security measures as schools have local delegated responsibility for decisions and actions.

Dear Verity Britton,
I refer to the very long outstanding, unanswered part of my
original request on CCTV in Thornbury (20 April 2010), namely
section 2a) St. Mary Street car park, and 2b) Rock Street car park.
I asked for confirmation that the CCTV cameras, which I specified,
were the ones which provided coverage of those car parks (making
them CCTV zones), or if that were not the case, then I wanted to
know the location of the cameras which actually did provide that
coverage.
On 13 May 2010 South Gloucestershire Council tersely responded as
follows: "The cameras are owned, maintained and monitored by the St
Mary's Centre not South Gloucestershire Council." This does not
provide any confirmation at all, so I can only assume, that the
response means, that I had identified the wrong CCTV cameras.
However, it does not indicate which are the relevant CCTV cameras.
That same day (13 May 2010), I replied:
"2. Car parks
a) St. Mary Street car park
b) Rock Street car park
I consider these responses to be deliberately obstructive. My
requests were about how the two car parks are given CCTV coverage".
On 20 May 2010, I sent a reminder that sections 2a and 2b were
unanswered.
Since then there has been no further response about the CCTV
coverage of these car parks.
Can you now tell me under which FoI exemption you are withholding
this information, or otherwise finally inform me of the location of
the CCTV cameras which cover the two car parks.

I must re-iterate the information that was provided in reply to your above
requests. We as a Council, only have Three public surveillance CCTV
cameras on Thornbury High Street
at locations that were provided to you. We cannot provide you with
information that we have no control over (Q.2. of you original E-mail, St
Mary Street
car park and Rock Street car park). These cameras are not owned, operated
or maintained by South Gloucestershire Council, they are the property of
the St Marys Centre,
a privately run shopping precinct in Thornbury.
I have spoken to the Centre Manager, Mr Alan Cole and he is willing for
you to contact him in relation to your queries. To quote from your E-Mail,
we are not being deliberately obstructive
