Dear Camden Borough Council,

Could I please have the following information:

Regarding CCTV Camera Cam 268 (C) Theobalds Road, could I have the
following please for the specific date and time of 01/11/2009 at
12:23 (timed by Camden):

1) Camera Operator Name (or operator number).
2) SIA License number for the specific operator.
3) The operating resolution of the camera.
4) Copies of any certification required by law for the camera to be
used for traffic offences.
5) From the time 12:23:00 to 12:24:00 on the 1/11/2009 how many
offences did Camden record on that specific camera, what were they?
6) How high is the specific camera above the footway?
7) Why is the camera post black and not immediately visible to road
users, who understandably, are concentrating on the road?

Dear PS FOI,

Thanks for the information given although I'd like to point out an
error on my question 5, it should have read:

From the time 12:23:00 to 12:24:00 on the 1/10/2009 how many
offences did Camden record on that specific camera and what were
they?

Could you answer that one for me please, I apologise for my error.

In question 3, I asked for the operating resolution of the camera.
Your answer implied that I could find the details within the DfT
website on your link given. The website does not give specifics to
Camden or the camera 268C on which my question was based. Likewise,
my question 4, which is pertinent to one camera only, 268C.

Could I have a copy of the certification document that specifically
mentions camera 268C (or other identifier) please?

Could I have the operating resolution of camera 268C please?

Question 6 required the height of the pillar the camera is mounted
on which you say Camden does not hold. Would there be no need to
grant planning permission for this? Would the Certification of
Approved Devices not require a height?

Question 7 replied that the CCTV pillar was painted black to suit
other street furniture. If that is the case, why is most of the
road furniture grey? Why is the pillar camera 268C is mounted on
within a metre from a grey lamp post, not black?

Dear Catherine,

Thank you very much for your answers, you have clarified the points
in a couple of the questions and I am satisfied you have answered
them. Especially question one which was my error.

However, question 2 isn't answered in this response and nor was it
in your last response. I would like to know what the specific
operating resolution of camera 268 is, not its acceptable minimum
under the certificate but what its actual operating resolution is.

Likewise I still cannot see where the certification for camera 268C
is specifically relevant. What I see is that Camden has been issued
a certificate on the 3/3/09. If this camera had been changed,
maintained or installed after that date then it may not be
compliant, so I'd like to be very specific now to avoid confusion.
Can I have a copy of the document that shows, specifically, Camera
268 is covered by the certificate?

I did also try the following link on the page but it did not work:

Dear Camden Borough Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Camden Borough
Council's handling of my FOI request 'CCTV CAmera details (specific
date)'.

I'm afraid after several attempts to require information under this
Act, Camden have been obstructive and reticent to release
information. The latest development is that:

1. A completely redacted document has been offered as
'information'.

2. The operating resolution of the specific camera in question is
not known.

The reply in Q1 is useless and frankly comes across as being
designed to frustrate by redacting all detail except the the format
of the document. There is no explanation why this information has
been redacted or how it relates to my request.

Further, Q2 remains unanswered. If the specific resolution of the
camera is not know, how can it be confirmed as complying under
regulations?

For these reasons I request that these details be supplied in full
and failing that a complaint will be lodged with the ICO. I hope
that step won't be required and your sensible open compliance will
be evident.
