CCTV Annual Reports

Dear Bath & North East Somerset Council,
on your web site, you publish CCTV Annual Reports for the years
2004, 2005, and 2006 (*).
The 2006 report is particularly alarming; it appears to show a
doubling of shoplifting offences since 2005, and an significant
increase in the level of violent crime within the city since 2002.
If so, that would indicate to me the CCTV system might be
ineffective, and even dangerously counter productive.
So I'm keen to understand what has happened since that time.
Please disclose for me (or better still, publish on your web site)
the CCTV reports for the years 2007, 2008, and 2009.

Mr.John, firstly my apologies for the time taken to answer your query. To
answer your questions briefly, shoplifting, generally speaking stays at a
fairly consistent level all year round, although there are seasonal
fluctuations due to weather and number of visitors in the City. It is
also affected by Police initiatives in other parts of the Avon and
Somerset area where it has been seen in the past that a clampdown in one
city area (i.e. Bristol) can have a knock on effect elsewhere. This
however is difficult to prove. Certain prolific shoplifters (known to the
Police, CCTV and retail outlets) are targeted when recognised and
frequently get custodial sentences. The use of the Public Space
Surveiilance CCTV (Council run) for shoplifting offences is limited as the
offences occur on the premises and are normally picked up on the private
store CCTV system. The Council system is used to great effect for
following offenders within the City limits and providing the Police/PCSO's
with the whereabouts of these offenders enabling stop and search and
arrest when necessary.
On the subject of the effectiveness of CCTV and the Annual Reports, I feel
that it would be easier to talk through this subject over the telephone
rather than in letter form although I am happy to do it either way.

longer produces an annual CCTV report and therefore does not hold the
information you have requested. However, Mr Lewis has advised that there
are some statistics, which you may find useful. Mr Lewis has suggested
