Dear Sir or Madam,
I am a researcher with the University of Edinburgh. I am currently
conducting a research paper on the effectiveness of various
crime-prevention methods, and was after the following information:
1. How many CCTV cameras operated by the various councils are there
in Scotland?
2. How much does it cost to install a new CCTV camera?
3. Is there a database containing all the CCTV cameras in Scotland?
If so, please attach it.
4. How many hours per week/month/year does a Police Constable spend
on the beat on the streets? How does that differ for various ranks?
5. How many police vehicles are there in each police force in
scotland?
6. How many hours per week/month/year does every police vehicle
spend on patrolling the streets?
7. What is the basic starting salary for a Police Constable?
8. What is the cost of adding 1 more police patrol vehicle to a
police force?

Thank you for your request for information received 02 December 2008. I
have dealt with this in accordance with the Freedom of Information
(Scotland) Act 2002 and enclose some of the information you requested.
In respect of questions 1, 2, and 3 the information you request with
respect to the City of Edinburgh's Public Space CCTV network is as
follows.
1. There are currently 185 public space cameras monitored through City
of Edinburgh Council's Central Monitoring Facility.
In addition the Council owns or operates CCTV cameras used
for building security and these are monitored locally.
2. The installation of new CCTV is carried out using the tender
procurement process and therefore costs can vary. For
budgetary purposes the current assumption is that each new camera
will cost £25,000 to install.
3. Attached is a list of all public space CCTV cameras owned and
operated by the City of Edinburgh Council. No such database
exists with respect to CCTV within a Council buildings etc.
All other aspects of questions 1, 2 and 3 are refused as the council does
not hold information on CCTV systems other than its own.
Questions 4-8 information is not held by the council. You would have to
contact the relevant Police Force.
