Dear Cumbria County Council,

In response to your online consultation on cuts to services I would
request the following information

Preable (from CCC website)
Review operation of Household Waste Recycling Centres (HWRCs) -
Saving £1.419m
We operate 14 household waste recycling centres across the county.
Some operate seven days a week from 8am to 6pm. Others are open
fewer days and for shorter hours. We propose to review the
operation of each site taking into account usage. This option will
mean fewer sites and reduced opening hours in some areas.

Questions
If research has already been conducted or there are documents
listing options considered please attach them to this request.

* How will CCC save £1.419m? Has this review been conducted
interally or extenally (if so, whom)?

* Which sites do you plan to close?

* What is the yearly amount paid to Shanks for the provision of
HWRCs? (Breakdown costs if available)

* Will the saving be a reduction in the contract amount given to
Shanks or Cumbria Waste Management (CWM)?

* If contract reduction to Shanks, will they pass this £1.4m
reduction onto CWM?

* How will this £1.4m reduction affect the £1.2m CCC receives back
from CWM in share dividends?

* Is HWRC provision part of the contract between:-
CCC & Shanks
Shanks & CWM
CCC & Borough councils?
(If so, what is the contract length)

* What is the contract length between Shanks & CWM? (I ask as CCC
has £2.8m invested in CWM)

* Will CCC or Shanks make the decision on which HWRCs to close?

Please provide statistics of the following, per HWRC
* Numbers of Vehicle access per time blocks (eg 9am,10am or
9-10,10-11)

* For each of the HWRCs, what is the total tonnage collected (per
year/month)
o Paper
o Metal
o Small Electrical
o Clothes
o etc etc

* Based on the tonnages above, if items are not received by a HWRC
and instead put in a black bin, how much will the closure of a HWRC
impact on the Borough Council? (Please give details +
calculations). If decision on which sites are to close has been
made please identify the Borough Council and the extra cost they
will incur.

Dear Cumbria County Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Cumbria County
Council's handling of my FOI request 'CCC Cuts - Recycling
Centres'.

(CCC Internal References below)

The information contained within this FOI request was to be used as
part of the public consultation into the cuts to be made by CCC.

Many of the cuts proposed are vague at best with no real detail on
how front line services will be affected, hence this FOI.

With the deadline to the end of the public consultation fast
approaching it would seem that the 8 FOI requests I submitted,
which go to multiple directorates have been deliberately held back
to withhold the truth from the citizens of Cumbria.

I therefore request a full internal review on why none of my FOIs
have been returned.
This message will also be posted on the CCC Consultation Website
and forwarded to relevant media outlets, and if the review is not
satisfactory this will be referred to the ICO.
