Cashless parking query

Mr Jones made this Freedom of Information request to Camden Borough Council

The request was successful.

From: Mr Jones

16 December 2009

Dear Camden Borough Council,

I would like to know if you have any plans to introduce
pay-by-phone parking and if so, when will that be.

Have you to date approached any organisations that provide
pay-by-phone parking services and if so, which ones please? If not,
when exactly are you planning to do so?

Have you been in contact with Westminster City Council to discuss
their pay-by-phone parking system (Verrus) through the Partnerships
in Parking (PIP) scheme? What topics have you precisely been
discussing with them?

Please can you provide copies of any correspondence you may have
have had with Westminster City Council regarding pay-by-phone
parking since 1st May 2009.

Yours faithfully,

Mr Jones

Dear Camden Parking Services,

Thank you for your response. I'm afraid but I have asked specific
questions which you have clearly failed to answer.

While you have advised that no detailed investigation of pay by
phone parking has been completed, I asked the following questions
which you have ignored and to which I would still require an
answer:-

1. Have you been in contact with Westminster City Council to
discuss their pay-by-phone parking system (Verrus) though the
Partnerships in Parking scheme and what topics have you precisely
discussed with them?
I know that there are regular PIP meetings, so I am sure you have
had regular contacts with them.

2. Please can you provide copies of any correspondence you may have
had with Westminster City Council regarding pay by phone parking
since 1st May 2009. You have ignored this request, please provide
the information requested or advise if you haven't had any
correspondence with them at all.

In your response, you advise that no DETAILED investigation of pay
by phone parking has been completed, so what kind of high level
investigation have you completed so far, or have you not thought
about it at all?

Yours sincerely,

Mr Jones

Not true. They said they did a high level investigation in 2008 Mr Roy Turner told us. We were given a copy of the report through the camden residents forum by Ed somthing or other- camden consults.

Insidestory, please would you be able to expand on your allegations above which suggest that Camden Council are not telling us the truth?

Mr Jones,

Camden did a 3 month investigation into pay by phone parking in 2008. Roy Turner was the council highwayman who told us. We attended meetings where it was talked about and we got given a copy of the report that said they were going to carry out a test with 2 companies for 6 months. councillors talked about some water testing it was looking at all of parking and another massive report called parking scrutiny was handed out. If you want a copy I'll scan it on and send to you. I'll send you my email address privately so that I can send you the info.

Perhaps Camden could itemize ALL investigations into Pay by Phone parking that they have conducted - high level, low level and intermediate level - so that we may more clearly understand what steps they have taken along the Pay by Phone path.

It seems that the spin doctors at camden and the traffic people don't know what the right and left hands are doing. Arse and elbow perhaps. see the email below from Roy Turner. It seems that they ARE going to do cashless parking afterall. Knowing how councils work, what are the odds that they DID carry out high level investigation into it!!. I told you they are liars.

"Syed

I didn’t say we’ll be implementing any bays next financial year! What I said is that we could not implement motorcycles bays until pay be phone had been successfully trialled. Nicolina Cooper has indicated that the pay by phone trial is likely to commence Jan-March 2010, and implemented maybe a year after that if the trial is successful. I expect that we could be investigating motorcycles charging towards the end of 2010/11, but we cannot commit to implementing any bays in 2009/10.

Syed Hussain then sent the following email to Chris Knight (and CC'd myself):

Dear Councillor Knight

I refer to the e-mail I sent to you this morning. Please disregard the information on that e-mail. I apologise for using the word implementing rather than investigating.

I can confirm that we will be looking into the pay by phone trial, which is likely to commence Jan-March 2010, and implemented maybe a year after that if the trial is successful.

If you have any questions, please contact Roy Turner in the Street Policy section on 0207 974 6389 or e-mail roy.turner@camden.gov.uk

Yours sincerely
