The Facilitated Returns Scheme, launched in October 2006, provides
incentives to foreign nationals to return to their country of
origin. Only the £43 discharge grant will be paid in cash and the
rest is given in the form of training or business start-up costs
once the individual has returned home.
OK !question still stands what is the cost since October 2006 eg.
business start-up costs for one; it's not just £43, what about air
fares too?

Dear Goddard Sarah,
the singular most important quality information must have is
"timely" - I'm not happy about the length of time this took to get
nowhere but still what good would complaining do? Instead I'll vote
with everyone else to massively reduce our Public Sector to bare
bones, then perhaps after a spell working as private sector
employees do, constant progress to do more with less perhaps we'll
have a fit an able Public Sector suitable for the tasks in hand.
