Please may I have a copy of the case management process/file. To
understand my request, it is the manual refered to in the following
passage;
It had to develop training for staff, including a manual,
which was issued over two years ago to staff, on how
they should deal with cases before them.

the letter doesn't even have a named individual? the ipcc really
are showing themselves to be quite unprofessional and lack of
attention to detail.
a worry considering the nature of your business investigating the
police.
can the letter please be amended and a name added and expected date
for providing such a simple request.

Dear Phil Johnston,
Thank you for your belated response to my request for information
and the apology for not attending to this within the prescribed
time period. It is welcoming to know that as a result of this
request the IPCC is becoming more transparent and publishing it's
documentation that it may be freely accessed.

'i wish to complain about the ipcc http://www.ipcc.gov.uk/ who have repeatedly failed to respond lawfully to FOI requests. On this occassion i have merely recieved an acknowledgement email telling me they will respond when my 'request is finalised. It was finalised when i sent the request!
this is not a complicated request, merely asking for a document refered to by the head of the ipcc, nick hardwick in responding to a Parliamentary home affairs committee question.
despite this they immediately tell me they will be delaying a response, i think this notice to delay is in contravention as against requirements of foi act.
