been done is an existing caravan has been replaced.

I refer to your email request below, but regret to inform you that you
have not provided me with sufficient information for me to progress your
request since I an unable to determine the service involved. I would be
grateful if you could clarify for me where the land referred to actually
is, and the context in which the issue has arisen. This should enable
me to identify the relevant service holding relevant information. Once
I am able to do this, then a response to your query should be able to be
formulated

caravan park and what is called the lodge in st. Catherine's, I am

Dear Mr Munro,
I refer to your request and clarification below. Having consulted with
the relevant services, I am informed that a verbal complaint was
received from an individual member of the public. While the substance
of that complaint is already known to you, in my view the identity of
the individual making the complaint falls under the exemption contained
in section 38(1)(b) (read in conjunction with 38(2)(a)(i) or (b)) of The
Freedom of Information(Scotland)Act 2002, in that disclosure of the
identity would be unfair processing in terms of the DPA1998, and as such
would breach the first Data Protection Principle.
The Section 38 exemption is an absolute exemption, and as such there is
no scope to consider any public interest in disclosure .
I regret that on this occasion I am unable to provide you with the
information requested. If you have any questions or queries please feel
