I am looking for data on the number of vehicles being newly
registered, transferred and the number being scrapped - ideally I
would like daily figures for the past ten years, broken down by
engine size, vehicle type, region.

Can you provide me with this information? And tell me what level of
detail you hold?

FOIR1433 - Freedom of information request

Your request was received on 13 March 2009 and I am dealing with it under the terms of the Freedom of Information Act 2000 (+IBg-FOIA+IBk). In your email you asked for the data on the number of vehicles being newly registered, transferred and the number being scrapped - ideally I would like daily figures for the past ten years, broken down by engine size, vehicle type, region.

I can confirm that the DVLA holds the information you requested with regards vehicles being newly registered and being scrapped but does not hold the information with regards the number of vehicles being transferred. In order to determine the number of vehicles being transferred, DVLA would have to create new data-sets as the information held does not distinguish between the exact change to a vehicle record. That is, a change in the registered keeper of a vehicle would be recorded in the same way as a change of address; both are classed as a change. In order to collate the information you have requested, with regards vehicles transferred, we would have to extrapolate information from our database. This would require us to create new data-sets and would involve extensive work for members of staff thereby diverting resources from our core business. We have no obligation under the Freedom of Information Act 2000 to create information in this way.

With regards the information we do hold, the information will not be communicated to you as requested as we estimate that the cost of collating that information will exceed +AKM-600. As such, the exemption under Section 12 FOIA is being applied. DVLA is not required to comply with a request where the cost in determining, locating, retrieving and extracting the information we hold exceeds +AKM-600. This represents the estimated cost of one person spending 3.5 days (or 24 hours) costed at +AKM-25.00 per hour. This costing is set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004.

However, to comply with our duty to assist under Section 16 FOIA please find attached a table illustrating by month the number of vehicles notified as destroyed or a certificate of destruction has been issued, the number of vehicles registered for the first time and the assumed number of vehicles that have changed owner. As there has been an assumption on the number of transfers the figures are not 100% accurate.
