capitals as in proper names when addressing a person in letters
regarding council tax etc ?

Dear Andrew
I can respond to your Freedom of Information request as follows:
Letters produced from Housing Benefit & Council Tax database, copy
fields of data from the database into the relevant letter template. Data
fields such as people's names and addresses, are held in capital letters
in our database. There is no facilty in the system to change this, the
software would need to be redesigned.

Could you please tell me under the FOI act who the software company
is/were and who employed them and if it was the council then what
criteria did the council give to the software company and for what
purpose etc in full please. Please can you forward or give links to
all documentation regarding the information supplied to the company
and why that information was supplied.

The software was provided by Capita Software Services based on the
Council's specification. The Council no longer has the specification
that was used. However, it is very unlikely that it would have indicated
whether the text fields should be held in capitals or lower case.
If you disagree with any part of this response, you are entitled to ask
the Council for an internal review of the decision made. You may do this
by writing to the Monitoring Officer, Oxford City Council, Town Hall,
Blue Boar Street, Oxford, OX1 4EY. After the result of the internal
review, if you remain dissatisfied, you may ask the Information
Commissioner to intervene on your behalf. You may do this by writing to
the Information Commissioner's Office, Wycliffe Lane, Wilmslow,
Cheshire, SK9 5AF.
