Dear Department for Work and Pensions,
I was wondering if I could claim JSA. I am a Romanian citizen. I
have been living and working legally and
continuously in London, as an au pair, for over two years. I hold
Registration Certificate from the Home office confirming my legal
right to reside in UK. I lost my job recently and now I am in the
process of finding another one. I rented a small studio flat
privately. As my savings have started to dry up, I was wondering if
I would be able to claim JSA whilst I am looking for a job. Is it
true that I must have been living in UK for five years before I can
rely on the Public Fund.? What other benefits can I apply for?

Dear Ms Halaban,
Thank you for your Freedom of Information request received on
21/02/2010. You asked for:-

Unfortunately, I am unable to proceed with your request without
clarification of the information you wish to receive. To help me do so, I
need more information about the Registration Certificate you hold. Is it
an EEA Registration Certificate issued to you because you have completed
12 months work in the UK under the Accession Worker Scheme or why has it
been issued?
Please note that if I do not receive appropriate clarification of your
information requirements within three months from the date of this letter,
then I will consider your request closed.

Thank you for your reply. I can confirm to you that the
Registration Certificate I hold IS an EEA Registration Certificate
issued to me by the UK Border Agency because I have completed 12
months work in the UK under the Accession Worker Scheme.

Dear Ms Halaban,
As you have completed 12 months authorised work in the UK you are
entitled to apply for Jobseeker's Allowance, Housing Benefit and Council
Tax Benefit. I will be sending a full response to your enquiry but I
suggest that you contact Jobcentre Plus to make an application for
Jobseeker's Allowance as soon as possible. The application is made by
telephone and you will then have to attend an interview in your local
Jobcentre Plus office. Information about applying for benefits can be
