CAMHS training in autism / Aspergers / ASCs

P. Smith made this Freedom of Information request to West Essex Primary Care Trust (PCT)

The request was partially successful.

From: P. Smith

14 March 2011

Dear West Essex Primary Care Trust (PCT),

We have found out that Essex local CAMHS professionals can be
dealing with children with autism even though they have no basic
autism training.

Is this ethical? Is this helpful? Is this professional?

Essex parents say this finding does not surprise them.

Quotes from parents:

“I always assumed (obviously wrongly) that CAMHS were expert on
Autism. That explains why so many people proclaim they are
useless!”

“We found out the hard way with our eldest that our CAMHS knew
diddly squat about autism.”

We would like to know, please ...

Is there supposed to be a minimum autism training requirement for
all CAMHS staff in the UK, specified by the Department of Health,
or other regulatory body?

What sort of training is this? Who provides it?

If so, how do you check that staff have this minimum training
requirement?
E.g.: Are jobs advertised with this as part of the JD / criteria?

Does CAMHS offer it's staff in-service training? Who provides this?

Are you in contact with local parent groups? Have you had any
consultations with them about the quality / effectiveness of
service that you provide for children with autism?

We know of so many children / young people with autism who have
been damaged by the education system, and then this damage is
further compounded by (untrained in ASCs) CAMHS "professionals".

What are you doing about this?

We would like to see all CAMHS staff properly trained in autism, as
it is a complex, multi-layered and so very often misunderstood
condition - even by so-called experts / professionals.

Parents often have to adapt their behaviours and lives around thier
child(ren), and this fact is often grossly misunderstood /
misinterpreted by so-called professionals / experts, (who are often
untrained in autism), and the parents are blamed.

One example re course in autism:

Yours faithfully,

[P. Smith]

Dear Ms Smith

Further to your request for information made to the PCT on CAMHS
training in autism/Aspergers/ASCs, pursuant to the Freedom of
Information Act ("the Act.

Autism in itself is not a Mental Illness, however, young people are
referred to CAMHS with related Mental Health issues who are also
autistic. This is true of many other developmental or indeed physical
disorders.

There are no minimum requirements nationally for training in respect of
Autism for CAMHS professionals. The local provider trust North Essex
Mental Health Partnership NHS Trust (NEPFT) do not therefore check
routinely or include it in job adverts or Job Descriptions.

Having discussed with NEPFT, we are advised that staff in CAMH service
come from a variety of professional backgrounds, some of whom will have
a degree of knowledge about autism, for example, clinical psychologists,
nurses with a Learning Disability training.

The Essex CAMHS Stakeholder Partnership Group has a multi-agency
workforce plan which will be looking at the skills and competencies of
the CAMHS workforce across all partner agencies.

NEPFT consulted in 2010-11 with young service users through a service
user survey and this year will be conducting a parents survey as part of
their contracted agreement with Primary Care Trusts.

Under the Act, you have the right to complain about our response to your
request. If you have such a complaint, you may contact the Corporate
Service Officer directly or submit a complaint to the Corporate
Complaints Department within 28 days of this letter. If you are not
satisfied with the outcome of that complaint, you have the right to
lodge a complaint with the Information Commissioner who can be contacted
at information Commissioners Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire SK9 5AF.
I would be grateful if you could spare a couple of minutes to complete
the satisfaction survey below:

Dear Matthews Jacquie (5PV) West Essex PCT,

Thank you for your response.

Re: "Having discussed with NEPFT, we are advised that staff in CAMH
service come from a variety of professional backgrounds, some of
whom will have
a degree of knowledge about autism, for example, clinical
psychologists, nurses with a Learning Disability training."

Especially re: "SOME of whom will have a DEGREE of knowledge about
autism .." SOME and a DEGREE of - just is not good enough, also
autism is not a learning disability as such, and may not be
included in LD training, particularly not high functioning autism
and Aspergers.

If CAMHS staff are routineley seeing children on the autism
spectrum, they need specialist training in autism, otherwise when
they encounter the very different type of mind, perceptions and
behaviour, they will misunderstand and make incorrect assumptions,
and not give appropriate support, which can make a distressed
child's problems even worse.

Which parents / local support groups will be included in
consultations please? This training needs to be proper and
appropriate.
If parents or local support groups want to take part, who do they
contact? Thank you.

Yours sincerely,

[P. Smith]
