Dear Mr Burgess,
Further to your request for information relating to camera like devices
installed in Windmill Street Gravesend, because the information you have
requested falls under the scope of the Freedom of Information Act (FoIA)
and is information likely to be held within the Environment, Highways &
Waste Directorate (the directorate), your request has been forwarded to me
so that I can co-ordinate the response on behalf of the directorate. This
is to comply with procedures that the County Council has for dealing with
all FoIA requests.
You asked the Council to provide you with a response to the following
request:
Recently two camera like devices were installed on a lamp post outside 85
Windmill Street, Gravesend. They look down at the road, looking in either
direction.
Please provide information which explains the purpose of the devices and
who operates them.
Although the response has been sent from me, I have liaised with Kent
Highway Services (KHS) who have provided the following in answer to your
request:
As you may be aware, Kent County Council (KCC) is a very large
organisation with in excess of 44,000 staff deployed accross four
directorates and the Chief Executives department, each with devolved
powers of responsibility. As an organisation we do not keep a
comprehensive list of all CCTV cameras operated by us, although relevant
teams will hold information in respect of their own cameras. These are
likely to cover those in and arround our office buildings, depots, country
parks etc as well as those errected on the highway. It is likely that if
someone within KCC had erected a camera at that particular site it would
have been KHS.
KHS CCTV manager has advised that no cameras have been installed by them
at the location that you mention. The manager has also advised that if a
camera had been installed by KHS then a copy of the attached sign would be
located on, or near to, the relevant camera.
We are aware that Gravesham Borough Council (GBC) also install CCTV
cameras within the local area and it is likely that the cameras that you
mention belong to them. In view of this, we would respectfully recommend
that you contact (GBC). For ease of reference please find atached a
weblink to the GBC website:

I trust this response is helpful to you but if you have any query with the
information provided please contact me. However, if you are unhappy with
this response, and believe KCC has not complied with legislation, please
ask for a review by following our complaints process; details can be found
at this
link [2]http://www.kent.gov.uk/your_council/have... on
our website. Please quote reference FOI/10/0314.
If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner's website
