Dear Ms Ezekpo,

In response to your request for clarification as to how best to narrow
your request so that it could be answered within 18 hours. I can confirm
that the complaint monitoring system and categories used by Camden Council
only stipulate entries recorded on the software under 'staff behaviour'.

Therefore if you were to ask a question about how many complaints were
made under that category I believe that it may be possible to provide an
answer within 18 hours. However your question as currently stated would
involve a manual search of records held and that would involve an excess
of 18 hours work as the summary 'council officers making false allegations
or telling lies' is too subjective and non recorded electronically

I got confused by a few responses the council sent me that didn't appear to answer the question. I didn't realise that the answer to the question/s was hidden and I had to click on the 'show quoted section' for the answer.

Over £30,000 to check all complaints about staff behaviour in 2006 and 2009. My they must a have a lot of complaints if it costs that much to look through them all.

Why not submit another FOI request to further your enquiry, ask them how many complaints in total were made about staff behaviour in 2006 and 2009. I think the answer will be less than you think and once you know you can divide £30,000 by that number to calculate how much they are notionally costing to search each file. Once you know that you may have enough information to complain to the ICO that they have wrongly used inflated costs to support their refusal to give you the information.
