Dear Ms Williams,
I am writing to you in response to your request for information on the
type of expenditure incurred by Essex County Council on our High Level
Family Support cost centre in 2010-11.
The majority of the expenditure within this cost centre is classified as
other hired services. In this instance the hired services are that of High
Level Family Support providers. High Level Family Support providers
provide crisis support to families with children, where there are
significant risks that otherwise the children would need to come into
care. They also provide specialist support to families where there is a
child or young person with a disability, again where the alternative would
be likelihood that they would be separated from their families otherwise.
The Early Years & Childcare grant is provided by Central Government as
part of the Sure Start funding. This grant is to support the delivery of
the governments ten year strategy for childcare ‘Choice for parents; the
best start for children’. This strategy sets out the government’s vision
to ensure that every child gets the best possible start in life.
The table below shows our category of expenditure and the actual
expenditure that occurred in 2010-11.

paid in grants been given?
SECOND, please can you subdivide the £1,883,000 paid in 'hired

Dear Ms Williams,
I am writing to you in response to your request for further information on
the expenditure incurred by Essex County Council on High Level Family
Support in 2010-11.
The grant of £224,000 is income received by Essex County Council from
Central Government and is used to provide High Level Family Support
provision to families in Essex. This funding is not paid out to
organisations in the form of a grant but instead used to partially fund
the cost of services from high level family support providers for families
in Essex.
The £1.883m you refer to is made up of orders for a similar type of
service purchased externally. There are two types of High Level Family
Support. Crisis support which is defined as support needed outside usual
hours and that which takes place within the first ten working days of the
referral being made. Planned and On-Going support which follows on from
crisis support and allows the provider and the family to agree a planned
process of work which will ultimately enable the family to be supported by
more mainstream services.
The types of services supplied by these providers range from initial
assessments to identify the most effective service for the family and
future support needs, one to one support sessions for family members and
family group work for identified issues.
If you are not satisfied with my response to your request please let me
