Thank you for your e-mails received by Transport for London (TfL) on 3
February 2011 asking for information about correspondence between TfL and
the Department for Transport, London City Airport, and the Civil Aviation
Authority. Please accept my apologies for the delay in my response.

This is a single reply to your four separate requests, which have been
considered under the requirements of the Environmental Information
Regulations 2004 and I can confirm that TfL does hold some of the
information you require. You asked for:

1. Copies of all correspondence between TfL and CAA regarding the
Greenwich to Royal Docks Cable Car

There is no correspondence held between TfL and the CAA. The procedure is
for TfL to correspond with London City Airport. At the date of your
request there had been no direct contact with the CAA.

2. Copies of all correspondence between TfL and DfT regarding the
Greenwich to Royal Docks Cable Car in the last 3 years

Please find correspondence between TfL and the DfT in the attached file
labelled `DfT Correspondence.'

3. Copies of all correspondence between TfL and CAA regarding the
Greenwich to Royal Docks Cable Car in the last 3 years

See the answer to question 1 above. There is no correspondence held
between TfL and the CAA.

4. Copies of all correspondence between TfL and London City Airport
regarding the Greenwich to Royal Docks Cable Car in the last 3 years.

Please find correspondence between TfL and the London City Airport in the
attached file labelled `LCA Correspondence.'

TfL is not obliged to supply some of the information you have requested,
as it is subject to an exception to the right of access to information,
under Regulation 12(5)(a) of the EIRs. This exception has been applied
because disclosure would adversely affect public safety by putting in the
public domain information which would assist anyone seeking to identify
and exploit any potential vulnerabilities in the cable car's
infrastructure, or steps which TfL have taken to protect the cable car
from such efforts. This would affect public safety by exposing users of
the cable car to risk.

The use of this exception is subject to an assessment of the public
interest in relation to the disclosure of the information concerned. It is
recognised that there is a public interest in greater transparency by
public authorities, and some particular public interest in the detail of
the planning of the cable car's infrastructure and operation, but it is
considered that this is outweighed by the public interest in protecting
public safety and avoiding creating unnecessary risks for the cable car
and the exception has been applied accordingly.
