Dear Sir or Madam,
Would you please provide for me under the Freedom of Information
Act 2000 information to the following questions. I believe all the
information I would like provided will be known by the Cabinet
Office Director of Finance Mr Jerry Page. Mr Page I understand
would have had dealings with all the subjects I have requested
information on.
After 2004 Ecovert fm security were given a Government guarding
contract with the Cabinet Office. This was to provide security for
the Cabinet Office Estate excluding Admiralty House and 70
Whitehall.
As Ecovert fm security had limited security experience in the
security industry having started their security company in 2004,
was there additional training given to ecovert fm security staff in
security?
Who provided this training if training was needed?
Were Public Funds provided for this additional training if training
was provided?

Dear Sir or Madam,
Thank you for your reply to my FOI questions.
Your reply to my question.
Which SIA licences were issued to the Cabinet Office Guard Service
before they were privatised and how long before the Guard Service
was privatised were the SIA licences were issued?
Your reply stated that front line security licences were issued
some 3/4 months before the transfer.
This answer is very misleading as according to the SIA register of
licence holders (which is open to all persons to check) the first
of these licences issued to persons employed by the Cabinet Office
Guard Service was towards the end of July 2007. Which is according
to an answer to an earlier question which your reply was the
decision to privatise the Cabinet Office Guard Service was taken on
the 19/20 April 2007. This I believe to be approx 3 Months BEFORE
the first licences were issued.
Did the Cabinet Office Finance Director General Mr Roger Marsh come
to an agreement with Ecovertfm security that prior to privatisation
the Cabinet Office Guard Service had to be SIA licenced and that
this would be paid for out of the Public Purse?

Dear Sir or Madam,
Thank you again for answering my FOI request.
You said the cost of providing the SIA licences to the Cabinet
Office Guard Service was £7,600 this I believe does not include the
cost of training for the SIA licence and also the cost of the
exams. As the SIA licences were not required legally do you
consider this course of action cost effective and good spending of
Public funds? and if so can you explain why less than two months
later you privatise the Cabinet Office Guard Service due to costs.
Is this what the Cabinet Office Senior Management training manual
says is FORWARD PLANNING?

Dear Sir or Madam,
Thankyou for your latest reply to my request. Although I agree with
the Cabinet Office Guard Service staying upto date with their
training, the issue and awarding of the SIA licence does not
demonstrate the standards achieved as yo have stated in your latest
reply. This is done through the training and examinations
taken.Gaining the appropriate examination passes demonstrates the
training achieved.
The SIA licence is not awarded for passing examinations it is a
requirement for non in house persons in the security industry to
hold by law.
The Cabinet Office should have had the Cabinet Office Guard Service
up to a high level of training anyway with or without the need of
the SIA licence.
So I will ask the question again under the Freedom of Information
Act2000.
You stated that approx £7600 of the public purse was spent on the
SIA licences for the Cabinet Office Guard Service ( even though not
legally required or as a demonstration of training achievements)
WHY? if it was not to smooth the passage of privatisation of the
Cabinet Office Guard Service to ecovertfm security.
Therefore I am requesting an Internal Review.
