Norfolk; including reference code, name and identifiable extents?
This information would be used to update the OpenStreetMap database
with data about road suitability for use with routing applications.

it then it would be made public by nature of the Freedom of
Information act. If this is a problem then I would accept a copy to
just myself as a data source for updating OpenStreetMap under the

Can a list of C-Classification roads be made publicly available for
Norfolk?
Our response:
Please find attached a .xls file containing the information requested. You
will note that some roads are listed more than once. This is because roads
are sometimes divided into sections for a number of different reasons, for
instance if the speed limit changes. The 'PARNAME' column provides the
name of the parish within which the C road is located.
It would be helpful if you could quote the reference number FOI 525 if you
need to contact us again.

I have visualised the requested data for Norwich at:

Having compared the tertiary-level roads as classified by Ordnance
Survey, TeleAtlas and NavTEQ a few missing links stand out from the
NCC data:
A: Larkman Lane / Marl Pit Lane (C802 to C480 link)
B: Hospital Lane (C480 to C259)
C: Bowthorpe Link (B1108 to A1074)
D: Farmers Avenue (C850 / C860 link)
(due to Castle Mall traffic restriction)
Are these deliberate omissions?
Is the held data up to date?
Are there guidelines on what can be a C-road?
Some roads included as part of C-classification are no longer
suitable for that designation:
1: C183 / Colney Lane (Bollards to A11 exit slip)
2: C175 / Cantley Lane (Disused due to A47)
3: C182 / Station Lane (Closed to through-traffic)
4: C169 / School Lane / Little Melton Lane (A47)
5: C162 / Long Lane / Bawburgh Lane (A47)
6: C202 / The Street / Kirby Lane (split by A47)
I presume this is due to the effort in taking out a new
classification number until new work requires it. I have used my
local knowledge to display active C-roads, while leaving references
for disused sections.
Would it be acceptable for me to connect the gaps similarly? Such
connections are likely to used by people and algorithms needing to
make routing decisions.

Dear Mr Chamberlin,
In response to your request of January 25 about the classification of C
roads in Norfolk, information has been supplied from the Planning &
Transportation department which I believe clarifies the situation
regarding the data you have had from us previously:
There are guidelines on what a C road should be:
A 'C Road' is a classified road, and these attract legislation relating
to the control of development and other matters. They usually have a value
to traffic, other than that associated with their immediate area. The more
important classified roads are given a B road number, others - less
important, are given a C road number. Usually, but not always, classified
roads connect with other classified roads.
You list A-D the roads which you believe are missing form the list of C
roads which we provided for you.
I These roads are not omissions as such from the list of C roads, as their
status is presently `Unclassified'
I confirm that the data we hold is up to date, insomuch as it shows the
current classification of all the roads which we maintain.
However we are mindful that within the classifications there are some
anomalies. These are brought about, usually, by individual, isolated
physical changes to the Network, and they need to be reviewed
I
The Planning & Transportation department is presently reviewing the B road
network and will also, in time need to look at the C road network.
We have retained a copy of the lists you have provided and will include
these in the roads to be reviewed.
In the meantime we suggest that your mapping system should reflect the
present day official classifications, as it will be some time before these
anomalies can all be reviewed and if appropriate, reclassified.
I believe that the above fully answers your enquiry. However, if you are
dissatisfied with the response or our handling of your request you have
the right of appeal through the Council's internal complaints procedure by
setting out the grounds of your appeal in writing to the Freedom of
