all ready reported a crime.

Completely correct, the IPCC demonstrates bias in it's complaint handling, virtually always finding for the Police.
Then, when the public seek to enquire about their conduct, they seek to evade their legal responsibilities.
One thing appears certain, they are not achieving their goal of ensuring public confidence. All the people I know readily agree the IPCC is a running joke.

So a request from the beginning of Dec receives a response on the 27th of Feb stating that the request will be response.
The question is of course when?
The IPCC don't even have the professionalism or courtesy to provide an expected date for this response, despite being some 62 days (or 2 months) outside the legal FOI timeframe.
I have referred a number of my requests to the Information Commissionaire, I suggest other 'whatdotheyknow' users do the same.

Have got in to the email you sent me and I am surprised at you
answer to my request,I found this document titled
MPA committees professional standards & complaints report -10 Nov
05 (5)
ON page 4 it says- Tribune has a number of benefits there are
a- It allows for electronic transfer of data to the ipcc
b - meets the ipcc requirements to flag multiple factors within
allegation for example alcohol, drugs, police dogs, and horse, and
mantel health,
this report goes on to say a lot more
It dose make me wonder why it then takes you so long to answer any
question and then you still have not answer it
your reports do tell me how many people complained about the The
Met police
I want to no how many people reported a crime to the them then when
on to complain about them police themselves, as a posed to people
who have complained about the police but have not reported a crime

Whether a complaint originates from a report of crime to police is not
amongst the data reported to the IPCC by police forces and used in the
production of the IPCC annual statistical reports. Therefore, this
information is not held by the IPCC.
As I said in my letter this information is likely to be held by the
Metropolitan Police.

Dear Phil Johnston,
your answer dose not make any senses,
what you are saying is in effect is that you have no record as to
what started the complaints proses of any person who has complained
to you about the police,
when you make a complaint there is a starting point some thing has
happened to bring that person to your door sadly,
It could be that some one has been tased and a video has been
posted on utub or it could be that some reported a crime and a
police office was rude - these are called the begin's of a
complaint,
what I am asking you is how many people started there complaint by
saying to you 'I have reported a crime and it was not dealt with as
would have wished so there for I want to make a complaint against
pc49'
I know you can not look through ever file you have so I would like
the year 2004 you may not have had as many complaints then,
I thought you might like to be remind of this because the public
feel you have lost your way

The IPPC's general duty under the police reform act 2002 is to
increase confidence in the police complaints system in England and
wales and in so doing, to contribute to increasing confidence in
the police as a whole, is the basis of the IPCC's guardenship and
function

It seems they are doing something to improve confidence ... they've got shot of Hardwick ... though seems to have landed himself a good number in the prison service. They have my sympathy. Is there some irony here? Some police staff appear to be able to act with impunity because of the ineffectual IPCC and the head of this facility which appears to have deteriorated year upon year under Hardwick's rule is now heading up the institution housing many who will likely claim they are incarcerated due to bent cops. i suspect there are many who could more eloquently describe what appears to be this 'jobs for the boys' arrangement.

do read what they have sent carefully. they appear to be telling you that they will NOT send the data because it would exceed the cost limit set by the FOIA.
I would not send money.
they could have offered to send you some data, free of charge. why have they not? others using this excellent site have grouped to acquire data in blocks.

Dear Ms Hughes,
I note that you are willing to pay a fee but the IPCC is not obliged to
comply with your request when the estimated cost of compliance exceeds
the appropriate limit. A public authority has discretion to answer the
request even though the cost limit is exceeded and may insist on payment
of a fee before complying. In this instance, however, your request is
refused on the ground that the cost limit applies.
I would question whether it would be possible to produce useful and
reliable data of the sort you are interested in from the complaints
information held by the IPCC. As I have explained, only a minority of
the complaints considered by the police are notified to the IPCC in any
detail. In respect of many of the complaints held by IPCC it may not be
possible to establish with any certainty whether they fall into the
category of complaints in which you are interested, given that
insufficient information may be present in many instances. It is
possible, therefore, that it will be necessary to search through a large
number of files before finding a case that clearly falls within this
category.
If you are interested in data concerning the police complaints system I
would recommend that you study the published data contained in the
annual statistical reports on the IPCC web site and consider what
further data, derived from what is published, may be useful to your
particular research interests.

Had the published dater given me what I wanted do you think I would
have asked you for it and wasted my time,
Had you answered my question the next one would have be how many of
the people who fist reported a crime then complained about the Met
were sectioned inbeween,
and how many of thouse stated they were been targted by non-lethal
weapons I all so have a list I am working through, My gess is it
would have come out at about 20ish,

On the question: how many made a complaint to the Police and they were later sectioned between years 2004-2008.
I made a complaint to Leyton Police December 2005/January2006. I asked them to seize the hate material slandering me as a secret hooker all across Greater London as this slander was being passed to my employers and I had been fired from 3 job contracts. The Police first said they searched and found nothing. After the creation of the FTAC December 2006 (Fixated Threat Assessment Centre) a blend of Police ordering NHS to section targets, the Police starting joking with me "are you on medication?" for which I complained to the IPCC. I was sectioned January 2009. The psychiatrists were ordered to say that my slander and harassment complaints are "consistent delusion". The method to get me sectioned was getting me blasted with a portable ADS of Raytheon.(So far, the data gathered points that only the Police can buy or own in the UK ADS Raytheon public-order anti-riot weapons. It causes serious chest pains that last more than 10 hours so, once I went to Hospital frightened by the chest pains I was sectioned illegally for 2 months. I am sure there is others who were sectioned after complaining to the Police for harassment,attack or injury and I will find them.

well done Joanna you have been really brave to tell ever body that you have been sectioned, as you know the same thing happened to me and I have put my video on u-tube under maryhd63 and maryduttonhughs ever one who reads this should look at them, I have found videos like mine from all over the world,

Weapons recognition:
The Raytheon ADS breaks the teeth of the target, therefore if you didn't break at least 6-8 teeth in less than 3 months after the blast,it is not an ADS attacking you.
From your uploads and other targets (Mike Matloff,Darrim Daoud) clips and my experience the DEWs,Directed Energy Weapons are Electromagnetic rifles with many harmful frequencies and Masers= Microwave Laser rifles. They are super high frequency to secure penetration through walls and ceiling and penetration inside the skull to destroy layers of brain tissue and destroy vital organs without skin burns mostly.
They are not PHaSR rifles as these would cause fire to curtains or fire to buildings if shooting through materials.
