C18 demand notices issued for OSR imports where conditions not met

Dear HM Revenue & Customs,
I am aware of a number of C18 demand notices that have been issued
by HMRC since 2010 due to the conditions of OSR (CPC 4200000) not
being met correctly for imports into the UK that have then been
sent on to mainland EU.
I would like to find out the following:
1) The number of these issued to date.
2) Of those issued, the breakdown of those sent to freight
forwarders and importers.
3) The total value to date of those issued.
4) The number of OSR import entries completed using this CPC since
2008.
Although I understand Eniskillen office are handling these, I would
also like to know on who's instructions they are acting on to issue
demands. (To clarify, we understand a number of these cases have
been investigated in the past, but no C18 demands were issued. C18
demands are now being issued for the very same cases).
