Thank you for your request for information under the freedom of
information Act 2000, you requested the following
Please provide the following information in respect of the properties
listed below for the period specified;
The ratepayer name(s) if the ratepayer was/is a limited company
The period for which each ratepayer is liable for business rates at the
property
Address: UNIT 15, MOORS SHOPPING CENTRE, SOUTH HAWKSWORTH STREET,
ILKLEY, WEST YORKSHIRE, LS29 9LB
Period: 01/04/2005 - 31/03/2009
I can confirm that Bradford Council's Business Rates department does hold
information relevant to your request; however I consider that this
information is exempt from disclosure under sections 21 of the act.

It is important to state at this stage that any response given under the
FOIA is a response into the public domain, and just not merely to the
applicant. When considering exemptions it is this perspective which must
be taken into account.

Section 21 - Information which is reasonably accessible to the applicant
otherwise then under section 1 is exempt information.

As a company of rating auditors it is not unreasonable to assume that you
are able to make investigations into the occupiers of business properties.
There are many methods available to you i.e. site visits to speak with
current occupiers regarding their length of time in the property, internet
searches on the addresses and making contact via the telephone, Land
registry would provide owner details and the length of time they had owned
the property.

I am satisfied that some if not all the information you seek are available
via these methods and therefore the exemption at section 21 applies.

If you have specific information you wish to provide the occupier(s) then
please let me know. I would be pleased to forward this on to them on your
behalf.
