Bus is classed as Public fund (under immigration purposes)- WHY?

Dear Oxford City Council,

Apparantly Oxford City Council on the following link
(http://www.oxford.gov.uk/PageRender/decT...)
mentions-

You will NOT be entitled to a bus pass if:
• Your main residence is outside of Oxford
• You have a second home in Oxford which you do not occupy
permanently or
• You have a visa limiting your stay in the UK, where you have no
recourse to public funds.

Please clarify if National Bus pass, issued to a disabled person
after a GP's medical recommendation, fall under the definition of
'No recourse to public funds' as per immigration rules?

With reference to section 6A-C of the Immigration rules, the use of
a bus pass is not defined under the definition of "Public Funds",
nor does it appear in the Immigration Directorate Instructions
(IDI).

Furthermore, the use of a bus pass does not appear as a benefit
directly linked to a disability allowance which, under the IDI's
and the Immigration rules, would be classed as a public fund.

Also clarify-
Oxford City Council is denying Bus pass to persons with restriction
on visa as above under which rule?

For your information-
Section 6 of this UKBA website does not include Bus pass as banned
benefit under ‘no recourse to public funds’

The advice and guidance given by Central Governments Department for
Transport (DfT) is that the bus travel concession in England is provided
through public funds. Therefore, individuals who have no recourse to
public funds are not eligible to apply for a concessionary bus pass.
