Dear University of Manchester,
I am currently conducting a review of the financial management of a
number of UK universities. The research will identify the extent to
which university financial systems are capable of identifying the
costs and revenues associated with particular activities. I also
believe that potential stakeholders in the University - students,
research funders, potential staff - have a right to know the
financial position of the particular department / school they are
joining / investing in.
I am therefore asking for information about the financial deficit /
surplus of all departments at the University of Manchester for the
last two financial years. If you are not able to provide this
information - and I would be surprised if you were not - then
please provide the information for all individual Schools (which is
I believe the UK nomenclature for the level above Departments).
Please note that your published financial information does not
provide this material. There is no case for the material to be
withheld under either the 'public interest' or 'commercial
interest' clauses of the relevant FoI legislation. The information
I am seeking can certainly be provided at the School level within
the 'cost level' of 2.5 days set down by the FoI legislation.
Should this not prove possible at the Departmental level then
please inform me how the potential 'cost' was scoped.
I look forward to hearing from you within 20 working days. Please
also note that whilst I do not wish to prejudge your response,
should you withhold the information then I will require a formal
internal review. Should that not yield the information then I will
then request the intervention of the Information Commissioner a
request which clearly comes within the scope of FoI legislation.

Dear Simon
Further to your request under section 1(1) of the Freedom of Information Act 2000 below, I have received a response from the Directorate of Finance as follows:
The response to your request will depend on the definition of 'surplus / deficit'. The University of Manchester does not transfer the costs of shared overheads (rent, rates, utilities, insurance, building maintenance etc) out to schools so we do not have the surplus / deficit at school level.
We do not have information at school level on income and direct costs, but that would be misleading in comparison with other institutions if they do allocate the shared overhead costs out to schools and would be deemed to be a 'contribution' rather than a 'surplus / deficit'.
Would you confirm how you wish to proceed with your request, i.e. provide the information at school level bearing in mind that the information would not include overheads.
