Budget Royal tax break

I refer to the reports in the media including the following one in
the Telegraph which seems to be the most helpful because it cites
the Chancellor's wording -

Please provide copies of all information submitted to ministers to
support this measure, other than information exempt under section
37 of the Freedom of Information Act.

In replying, I would be grateful if you would provide a link to the
measure as published on Treasury website, because I have been
unable to find it.
