Budget and advertising for Life in Salford

Dear Salford City Council,
Under the terms of the Freedom of Information Act, I wish to
receive the following information from your authority:
1. The name, frequency and distribution/circulation of your council
newspaper (by council newspaper I mean the most frequently
published newspaper or magazine intended for mass distribution
covering more than one topic)
2. How much it cost to produce and distribute said newspaper in the
last full financial year, and how much was budgeted from council
resources in the financial year 2009/2010
3. How much of that cost is offset by advertising
4. How much of that advertising, if any, comes from external
sources (ie not from your authority's budgets)?
5. Which other public sector partners pay to run advertising in
your newspaper, eg PCTs?
6. Whether recruitment advertising forms part of the advertising in
your newspaper?
7. A copy of an editorial policy guide, if one exists, which
governs the material which is placed in the newspaper, and how it
is decided
8. A copy of an advertising policy guide, if one exists, which
governs what sort of advertising is suitable.
9. The number of people employed to put your newspaper/newsletter
together, including total cost and staff organisation chart
Some parts of this request may be easier to answer than others, and
should this prove to be the case I would ask that you release
available data as soon as possible rather than hold up the entire
request.

I am writing in response to your Freedom of Information request of 20
December 2010. Your request and the council's responses are as follows:
Under the terms of the Freedom of Information Act, I wish to receive the
following information from your authority:

newspaper (by council newspaper I mean the most frequently
published newspaper or magazine intended for mass distribution

The Council publishes a monthly magazine - 'Life in Salford'.
Information about this publication, including distribution
figures, is available on the council's website at the following

2. How much it cost to produce and distribute said newspaper in the
last full financial year, and how much was budgeted from council
resources in the financial year 2009/2010
In the 2009/10 financial year, the magazine cost £13,065 per issue
to print and distribute.
Therefore, the total cost for the year was £156,780.
3. How much of that cost is offset by advertising
Between April 2010 and January of the current financial year the
income generated from
advertising is £43,485 (10 issues of the 12)
4. How much of that advertising, if any, comes from external
sources (ie not from your authority's budgets)?
£21,300 came from external budgets in the April 2010 to January 2011
period.
5. Which other public sector partners pay to run advertising in
your newspaper, eg PCTs?
Public sector advertisers have included The Lowry, Salford NHS
(Primary Care Trust),
Salford Royal Hospital Trust, Greater Manchester Police Authority,
Salford City College
and Greater Manchester Waste Disposal Authority.
6. Whether recruitment advertising forms part of the advertising in
your newspaper?
We advertise Salford City Council jobs if there are any to advertise
with appropriate
closing dates. Otherwise we promote the AGMA recruitment website.
7. A copy of an editorial policy guide, if one exists, which
governs the material which is placed in the newspaper, and how it
is decided
Editorial copy is subject to the approval of the editorial board made
up of a cross
party group of elected members.
8. A copy of an advertising policy guide, if one exists, which
governs what sort of advertising is suitable.
Editorial copy and advertisements will be subject to the approval of
the editorial
board. Currently only partner organisation advertising is accepted.
9. The number of people employed to put your newspaper/newsletter
together, including total cost and staff organisation chart
There are no dedicated officers for this publication; it is produced
by existing staff
around other work.
The council considers it has fulfilled your Freedom of Information
