review team

- payments (including expenses) to independent consultants on

7 April 2009

Dear Sir or Madam,

Reference number: 2009/0021130

My request under the Freedom of Information Act dated 6th March
2009 is now overdue a response.

By law, a response should have been sent to me by 6th April 2009,
and no correspondence has been received to indicate any reason for
this delay.

I am therefore requesting a response by return and, if this is not
forthcoming, an internal review.

Yours sincerely,

A White

Why did they issued a new reference number? The original was 2009/0021130, but the latest reply from Mrs. Josephine Bell mentions another one (2009/0032337).

Will they keep issuing new numbers for each follow-up e-mail?

See this thread ( http://www.whatdotheyknow.com/request/co... ) for something similar.

6 May 2009

Dear Mr/Ms White ,
.
I am very sorry that you have not yet received a response to your request,
received 6 March, under the Freedom of Information Act 2000 (the Act)
seeking information in relation to the review of home education.

The Department aims to respond to all requests under the Act within 20
working days and normally does so in at least 90% of cases. I am aware
however that this limit has now been exceeded, in your case by a
considerable margin. This has been due to a combination of circumstances
beyond our control, leading to a bottleneck of requests. I would however
like to assure you that the Department takes its statutory
responsibilities under the Act very seriously and is always concerned
about delays in responding to individual requesters, recognising
the inconvenience and frustration which this may cause.

The Department has now set in place special arrangements to respond to all
requests about the home education review which are still awaiting a reply,
and I anticipate that it will be possible get a substantive response to
you by 29 May. If there are any further delays I shall write to you again
to let you know why.

Once again please accept my sincere apologies for the delay.
Yours sincerely,

Josephine Bell

By this time the response will be almost two months late! Not a good example.

Dear Mr/Ms White,
Thank you for your email of 6 March requesting financial information
relating to the home education review. Please accept my apologies for the
delay in replying to you.

The original estimate for the total cost of the review was -L-72,000.

None of the budget was allocated for the expenses of NSPCC, other members
of the independent review team or independent consultants. We invited
organisations representing home education groups to claim expenses where
they had to travel to meet with Graham Badman, the leader of the review.
Yours sincerely,

In response to an earlier FOI request (made by A White) a payment of http://www.whatdotheyknow.com/request/bu... which indicates that the original estimate for the total cost of the review was £72,000. . Was there any 'non-payments' made to any member of the Badman Review panel during 2008 to 2009 (directly or indirectly) by the DCSF at this time. This relates to charitable organisations of which the DCSF is the main stakeholder.
