Thank you for this clarification. One other query - Appendix 2
gives a list of all the properties that will come under CPO.
However, there is no listing for Denmans Electrical Wholesalers in
Locksbrook Road. In a different B&NES document:

this property is listed.

Please can you explain this omission?

Dear Ms Samuel

Thank you for your recent request for information. I have numbered the
following responses to identify which of your questions they relate to.

1. As levels of Nitrogen Dioxide (NO2) and Particulate Matter (PM10)
detailed in the air quality from the Review and Assessments have not been
shown to be a problem it has not been seen as necessary to install any
monitoring (either continuous or a NO2 diffusion tube).

2 & 3 The whole of Bath and North East Somerset has been subject to a
Review and Assessment process as prescribed by Government in the
Environment Act 1995. The Detailed Technical Guidance issued by DEFRA has
been followed in these assessments (The Guidance can be found at:
[1]http://www.defra.gov.uk/environment/qual...).
The Air Quality Management Area was based on the results of these
assessments and Newbridge Park and Ride site was not required to be within
the AQMA. This could be because levels are not exceeding the Air quality
Objective or there is no relevant exposure (e.g. schools, hospitals,
residential properties). Close to the Park and Ride residential
properties are set back from the road and pollution levels drop rapidly
away from the road.

4. PM10 has only been monitored at one location in Bath (Junction of
Lower Bristol Road and Windsor Bridge) until recently when a second
location was added on the London Road. This is one of the worst locations
for pollution in Bath as it is a busy congested junction. Levels at this
site are below the Government's objective. Details of levels can be found
in the attached report which is the latest Review and Assessment
document. As levels at this worst case location are below the objectives,
levels at the Park and Ride site will also be below the Objectives.

5, 6 & 7. The sentence "The air quality assessment submitted with the
planning application, indicates levels of Nitrogen Dioxide near to the
Newbridge Park and Ride site are in the region of 21 micrograms per cubic
metre with an increase of less than (<) 1 microgram per cubic metre with
the development." This should have read Particulate Matter (PM10) not
Nitrogen Dioxide (NO2). NO2 concentrations should have read as in the
region of 40 ug/m3 with an increase of <0.2 ug/m3. This is at a roadside
location close to the Park and Ride site. (All other information provided
was correct). Full details of all calculations relating to the Proposed
Park and Ride site are detailed within the Environmental Statement
attached to the planning application. This can be found at:

8. Nitrogen dioxide diffusion tubes tend to over-predict concentrations,
to ensure levels are accurate, diffusion tubes are located along side a
continuous monitor and a bias factor is calculated. The procedure is
detailed in the Technical Guidance and the calculations are detailed
within the attached report (The Technical Guidance and bias factors can be
