Dear Mr. Lambert,

Thank you for your email dated 22/12/09 in which you request information
about Bromsgrove Community Safety Partnership. I can now offer you the
following information:

1. Please attach a copy of the Partnership's Antisocial Behaviour Policy.

Attached is a copy of Anti-social Behaviour Policy for the Crime and
Disorder Reduction Partnership. See attachment labelled CDRP ASB Strategy.
This strategy is due for review in March/April 2010.

2. Also copies of its policies relating to under-age drinking, truancy and
theft from retail establishments.

The CDRP do not have specific policies on these types of offences. The
reduction of underage drinking, truancy and theft from retail
establishments are functions primarily carried out by other agencies
although would be supported by the CDRP if deemed a priority for the
District. Underage drinking is tackled by Worcestershire County Council's
Trading Standards and West Mercia Police. The sale of alcohol to a minor
is tackled by Trading Standards and the offence of underage drinking is
primarily enforced by West Mercia Police.

Each individual school with have its own policy on truancy in line with
guidelines provided by the education authority. Theft from retail
establishments is not currently a priority for Bromsgrove CDRP but will be
routinely tackled by West Mercia Police in the efforts to reduce retail
crime.

3. Copies as well of all crime audits made by the Partnership since its
foundation.

A strategic assessment is carried out to assist the CDRP with the setting
of priorities and to develop a strategy/partnership plan. Prior to 2008
this was done every three years but is now done an annual rolling basis to
ensure priorities are relevant. The Strategic assessments and crime audits
prior to 2008 are only currently available in paper format and are
extremely extensive; it would require substantial officer time to proof
read each document to ensure that sensitive data is not made available to
the public.

A summary of each audit is available in each CDRP strategy/partnership
plan for viewing (please see attachments relating to point 4). A copy of
the latest strategic assessment which is the only one we have in
electronic format has been attached labelled Bromsgrove Strategic
Assessment 2008.

4. Additionally, copies of all crime and disorder reduction strategies
drawn up during the same period.

Following each strategic assessment/crime audit a CDRP strategy or
Partnership Plan is developed. Attached are the last three strategies
which are available. These are labelled Bromsgrove CDRP Strategy
2005-2008; Local Delivery Plan 2008-2009; the current Bromsgrove Community
Safety Partnership Plan is available on the public web site
www.bromsgrove.gov.uk/communitysafety.

5. Also copies of Crime and Disorder Action Plans (if any have been done)
drawn up for different areas including Hagley. Please state if you do not
have action plans.

In addition to CDRP strategies a monthly tasking meeting come together to
coordinate the work of the CDRP and deal with emerging issues. Attached
are copies of action plans which are sometimes formulated to track the
actions allocated to officers at these meetings. Attached are those action
plans which are available which covers the period from January 2008 to
present (2 years worth)

In replace of monthly action plans the CDRP tasking group are now
developing seasonal plans. The first of which was branded Operation Ghost
followed by the Winter Safety Plan; both have been attached.

6. Copies of ANY assessments of progress towards the successful completion
of ANY of these action plans including any for Hagley. Please state if you
do not have this information.

Historically assessments have not been carried out all of the action plans
due to capacity within the partnership to carry out extensive assessments
which would deter efforts from delivery. Progress on the action plans are
tracked jointly on the action plan documents and recorded in the minutes
of each tasking meeting. Attached are copies of minutes from tasking
meetings which are available; they cover the period from January 2008 to
present (2 years worth)

In the future our Seasonal plans will be fully evaluated. Evaluations of
Operation Ghost and the Winter Safety Plan are currently in development.

I hope this resolves your enquiry and that you are satisfied with the
response.
