Bromine in drinking water
Dr.Howard T Dryden made this Freedom of Information request to Scottish Water
Scottish Water did not have the information requested.

16 February 2011
Dear Scottish Water,
Is bromine being added to Scottish water drinking water supplies.
Or, is it being considered to add bromine at some stage in the
future to any of the supplies in Scotland
What is the average concentration of cryptosporidium oocyst found
in Edinburgh mains water supply. Which region of Scotland records
the highest concentration of oocysts, and what are the peek and
average values.
Yours faithfully,
Dr.Howard T Dryden

Thank you for your request for information that I received yesterday.
In relation to your points about cryptosporidium in Edinburgh, I would
be grateful if you could confirm:
A) The time period you are looking for this information, and
B) Do you require the information for Edinburgh City or Edinburgh
including the Lothian region.
Should you require any further information, please do not hesitate to

Dear FOI,
Thank you for your e.mail.
A. Time period for Bromine information. I would have thought that
this was a simple question and that you could comply within the 20
days permitted under the freedom of information request.
B. Cryptosporidium oocysts, this information should be on record
for all of Scottish Water. As opposed to just Edinburgh, it would
be useful to know the information for all the areas in Scotland.
Yours sincerely,

Dear Dr Dryden,
Thank you for your e-mail of 18 February.
My previous e-mail asked if you could confirm the timescale you are
looking for the Cryptosporidium information, not the Bromine.
I can confirm that no bromine is added to the water supply at present
and there are plans to add this in the future.
I would be grateful if you could provide me with the above information
and I will arrange for this to be investigated.

Dear FOI,
Regarding oocyst levels in Scottish water, I would have thought
this information would be on file since it is a fundamental water
quality parameter. However if more time is required to provide the
information, then this is okay.
The time allowed under an FOI is 20 days, we can extend this time
interval to 40 days.
I understand from your reply that it is the intention of Scottish
Water to start adding Bromine to the water supplies in Scotland.
Can you advise when you will start adding bromine to Scottish
Water, and the proposed concentration of bromine that will be
applied.
Yours sincerely,

Dear FOI,
Thank you for your email, I am pleased to hear that Scottish Water
have no intention of ever adding bromine to the water supplies.
Bromine is extremely toxic and as a resident of Scotland, I would
not wish to see the chemical added to the water supplies.
Regarding oocysts, I understand that it is a legal requirement for
water companies to record the oocyst concentration before the
filters as well as after the filters. I would appreciate both sets
of data, as well as the average NTU and peek NTU measurements.
Yours sincerely,

Dear Dr Dryden,
Thank you for your request for information and I apologise for the delay
in providing you with a full response.
The data is detailed in the spreadsheet attached.
Column A (Scottish Water Region) illustrates the region referred to.
Column B (Asset Description) details the relevant assets.
Column C (Sample Point Description) describes where samples were taken.
It should be noted that where the term 'raw water' is used, this refers
to oocyst concentrations before the filters. Descriptions which include
the term 'potable water' highlight oocyst concentrations after the
filters.
Column D details Postcodes where available.
Column E lists Sample Dates.
Column F records Sample Reference Numbers.
Column G provides a Cryptosporidium count - the number of oocysts per 10
Litres of sample water.
Column H details NTU where recorded.
You can appeal if you are dissatisfied with this decision. You must
make your appeal within forty days of receiving this e-mail. Please see

Dear Mr Duncan,
Thank you for your reply.
Oocyst concentration before and after the filters as well as
turbidity measurement before and after the filters are fundamental
water quality parameters that are required to insure safe drinking
water.
Unfortunately the spreadsheet given does not provide me with the
information I requested.
Can you provide the following.
1.Turbidity measurements before and after the drinking water
treatment facilities. Spot measurements are meaningless, there
should be confidence limits set on the data, or at least minimum,
average and maximum values detected, taken over a 1 year period. I
understand that you use on-line turbidity monitors, so this
information should be readily available.
2.Oocyst levels before and after the filters, with confidence
limits, or maximum, average and minimum values over a 1 year
period. Again I assumed that it was a requirement that all water
companies monitor and record this data and that it would be
available from your computer files.
I look forward to receiving the information requested.
kind regards
Dr.Howard T Dryden

your RGF drinking water filter systems.
The data should be with confidence limits over a 1 year period. Or

Dear Dr Dryden,
Thank you for your e-mail that I received on 22 March.
I can confirm that we have already submitted our laboratory analytical
data for WTW turbidties and crypto oocyst levels in our previous
request.
With regard to on-line turbidity instruments, it is not possible to
extract this data from all of our systems. What I can say is that we
have on-line turbidity monitors on most of our raw waters (certainly on
all of our raw waters where rapid changes in quality can impact on the
operation of the works), on individual rapid gravity filters within
water treatment works and on final waters. These instruments are linked
to our telemetry systems and alarm out if thresholds are breached.
Following an alarm we react in accordance with our internal procedures.
Alarm set points for these turbidity monitors are site specific and are
set according to site data for individual filters, combined filtered
water and final water.
We do this by:-
1 Take a representative range of turbidity readings.
2 Calculate the average of the data.
3 Calculate the Standard Deviation
4 Add two standard deviations to the average
This figure is called the significant turbidity deviation value (STDV)
and is used for turbidity alarm set points.
If we breach the alarm set point, in addition to checking the treatment
process, we also install a cryptosporidium sample filter on the WTW
final water.
I trust this information answers the further points you have raised and
should you require any further details, please contact me.
You can appeal if you are dissatisfied with this decision. You must
make your appeal within forty days of receiving this e-mail. Please see

Dear FOI,
Thank you for your reply
I was looking for the daily peek turbidity measurements before and
after the WTW (water treatment works) standard deviation figures
are meaningless because they do not report possible bio-instability
in the filters.
It would seem that you may not have the turbidity information and
that Scottish Water do not monitor turbidity on some WTW. I don`t
understand how it is possible to optimise the performance of RGF
(rapid gravity sand filters) without this basic information.
I was also requesting back-ground levels of crypto oocysts, as
average figures before and after WTW. If I understand correctly it
would seem that you do not have this information. I had thought
this was a legal requirement to monitor, control and record.
However I thank you for the information already received and if
more detailed data becomes available, perhaps you could let me
know.
Yours sincerely,
