Sent to Brighton & Hove Council 2 minutes later
The fence around Norfolk Sq has been damaged (again) by HGVs trying
to pass. It is dangerous as is could now cause damage/injury to
cars or passers by.

This has been a problem for at least a year now.

You will see from the above that this was first reported by me on
the 4/11/08. With reminders during that period.
Now a Mr. Vincent is asking 'Why has it not been repaired?"

Dear Mr Cowell,
In response to your complaint;
My role includes the maintenance of parks infrastructure including fences
and railings,etc.
The damage to the fence was first brought to my attention on 12^th May via
an internal email in response to your complaint of the previous day. Prior
to this I had no reports that the damage had occurred. Reports of damage
of this nature would normally come to me via either the council grounds
maintenance staff, or on occasion, the public.
I have had no previous reports of this nature so I am afraid that I am
unable to answer the question as to why the fence has not been repaired
previously.
With regards to the damage itself; I went down yesterday to inspect it and
have instructed one of our fencing contractors to remove the damaged
section and provide me with an idea of how we can reinstate it in such a
way as to prevent further damage, i.e., set it back further from the kerb
or perhaps do away with it altogether.
The fencing contractor, Richard Meaker, will remove the offending section
later on today, if he hasn't done it already.
I will remind the council staff who operate in the square that they need
to report damage. Sandra Chamberlain is the `parks' area manager for this
part of Brighton and she can be contacted on 292929. Sandra deals largely
with grounds maintenance issues on behalf of the Environment Department
but can also pass on other matters of concern to the appropriate person
within the council.
As I have said I am responsible for the parks infrastructure (most things
that don't grow) and will be happy to assist or advise you wherever
possible. My direct number is listed below.
I am sorry that any earlier report you made has not been attended to but
hopefully the details I have provided will ensure a quicker response in
future.
In line with council policy you are totally at liberty to ask for further
investigation if you are unhappy with my reply and in view of this so I
have added our standard advice below.

to contact me and I will try and resolve any outstanding issues.
Alternatively, you can ask for a further investigation by the Standards

Please accept my apologies for the delay in responding to your request for
information. It appears that your request was not handled as an FOI
request by the FOI Team within the council but by our Standards and
Complaints Team who responded to your enquiry.
I have been in contact with the Environment Property Manager who informs
me that they do not intend to replace the section of fencing which was
removed.
We have not been able to ascertain where your original report was received
but Peter Wickson has suggested (to you) a more formal link for
communications between the East Brunswick Group so that this does not
happen again.
Once the Council were aware of the matter the work was finished within two
days.
If you have further requests for information then please direct them to me

There was an investigation by Brighton & Hove Council the results of which pinpointed the reasons for their failure to take action. Three people were named as being responsible for their failure. They have been taken to task over their failures. It is now hoped that no further problems will occur of this nature.
The fence remains broken as they do not have the money to repair it. It has been removed to avoid danger to the Public.
I am to ask (via or Cllr Sven Rufus) how much money is allocated for the maintenance of Norfolk Sq., and how much has been spent and on what.
