Dear Telford and Wrekin Council,
On the 26th October 2011 I reported block paving within one of the
disabled parking bays at Wellington Station as being broken. I
included a photograph to demonstrate the condition of the disabled
car parking bay.

On the 18th November 2011 I was contacted by the council regarding
an FOI request relating to the car park at Wellington Station (REF:
TWC-12368) in this document it says "any necessary repairs will be
undertaken" as these repairs have not been completed could you
include any documentation relating to the decision process not to
proceed with repairs to the disabled bay block paving at Wellington
Station Car Park.
Could you provide me with all the documentation relating to the
progress of the report from fix my street website within the
council systems (emails, memos etc), the issuing of the repair
notice to the correct contractor and any investigations into why
this repair hasn't been completed.
I would prefer to receive this information electronically. If the
decision is made to withhold some of this data using exemptions in
Act, please inform me of that fact and cite the exemptions used.
If you need any clarification then please contact me via email.
Under your section 16 duty to provide advice and assistance I would
expect you to contact me if you find this request unmanageable in
any way.
I would be grateful if you could confirm in writing that you have
received this request, and I look forward to hearing from you in
the near future.

Dear Telford and Wrekin Council,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Telford and Wrekin
Council's handling of my FOI request 'Broken Block Paving at
Wellington Station Car Park'.
The response given by Telford and Wrekin Council ignores the
questions asked within the FOI request. The response seems to
wrongly assume that as the block paving has been fixed the request
doesn't stand.
I had no information given to me regarding how the report from the
fix my street website progresses through the systems.
No information regarding the issuing of the repair
notice to the correct contractor and any internal investigations
into why this repair hadn't been completed. I fail to understand
how the council thinks this response fulfills the requirements of
the FOI Act.

Dear Mr Whitehouse
Further to our telephone conversation yesterday I have spoken to the
relevant teams and am able to supply with you with an email trail from the
notification of your ‘Fix My Street Report’, (Please see attached.)
Also, please see below a chronology of the job relating to your request
below:
26^th October 2011 – report of problem received from Fix My Street
27^th October – report was sent to Public Realm team at Granville House
for attention
28^th October – the report was forwarded to Keith Harris as the repair
refers to a car park, which are not dealt with by Public Realm team
28^th October – Keith Harris forwarded the report to the Traffic
Management Team for attention
2^nd November – it was felt that repairs to Wellington rail station car
park are a matter for Network Rail rather than Telford & Wrekin Council,
as no issue has ever been raised through the Council at that location
before
Between 2^nd November and 18^th November T&W ascertained that there is an
agreement in place between Network Rail and the Council whereby the
Council is responsible for maintaining the rail station car park
18^th November – FOI response 12368 to Mr Whitehouse, which stated that
any necessary works will be undertaken.
Additionally, attachments within your appeal decision supply you with the
written correspondence relating to obtaining a quote for the work. I note
a significant time between the 18^th November 2011 and when the work was
scheduled in February 2012 and refer back to the service area’s response
on your successful appeal: “we were trying to coordinate a batch of work
for a number of faults across the borough to save funds and, there was
also a delay in obtaining the quote”.
